Speaking Time Limit: Three-minute time limit for each speaker unless Council specifies a different time limit based on the time allotted for the item and/or the number of speakers.
Written Materials: Council is unable to read written materials presented at the meeting. If a person intends to appear before the Council and provide written material, that written material should be delivered to the City Clerk at least 10 days in advance of the meeting date.

1. SUNWEST RICE MILL TOUR FOR CITY COUNCILMEMBERS:
City Councilmembers will meet at 4 p.m. at the SunWest Parking Lot, 2957 Eighth Street, Biggs, California, for a special tour of the Rice Mill. City Councilmembers will return to the City of Biggs Council Chambers, 3016 Sixth Street, Biggs, California, at 5 p.m.

6. NEW BUSINESS: Halloween and Christmas Events Downtown Biggs Discussion/Action: Local civic-minded community leaders have organized a Halloween truck or treat event to be held in downtown Biggs on October 31st and a Christmas Tree lighting event at the City Park in Downtown Biggs on December 3rd.
Recommendation: Move to have the City of Biggs support the Halloween and Christmas events that are being planned by community members and publicize such events through City communications.
7. PRESENTATION: LAFCO Staff will address the Council on matters regarding the Biggs Gridley Land Use Planning Area of Concern Policy.
8. CONSENT AGENDA
A. Approval of warrants: 37921 – 37960, 9302858 – 9302884, and 92020231 for the month of September 2023 in the amount of $350,919.45.
B. Approve minutes for meetings of August 8, 2023, September 5, 2023, September 12, 2023, September 19, 2023, and September 28, 2023.
C. Acknowledge receipt of Animal Control Reports for September 2023.
D. Adopt the updated Electric Utility Security Plan and forward it to the Butte County Sheriff.
E. Authorized the City of Biggs to participate with Butte County and other local governments to apply for Hazard Mitigation Grant Program (HMGP) funding and designate the City Administrator as the City representative.
Action: It is recommended items “A” through “E” be acted on simultaneously unless separate actions are requested by a Councilmember or a member of the audience.
Recommendation: Motion/Second to approve the consent calendar.

The project consultant, Mark Teague with PlaceWorks, will present a brief Power Point about the Plan document.

Recommendation: Motion/Second to adopt Resolution No. 2023-19 “A RESOLUTION OF THE CITY OF BIGGS ADOPTING A SB2 GRANT FUNDED PHASED ANNEXATION PLAN.”
C. City Administrator Reports
1. Discussion: Council Goals
In the ongoing effort to review and update City policies and procedures, as well as personnel guidelines, job description, and labor agreements, City Staff found a number of times that this Council and previous Councils had agendized and discussed goals for the City government.
Recommendation: Staff will receive guidance, feedback, and direction from the Council and formalize goals for adoption at the next regular meeting.
2. Discussion/Action: Utility Wildfire Mitigation Plan 2023 Updated The City of Biggs must adopt an updated Wildfire Mitigation Plan for 2023 and submit it to the California Wildfire Safety Advisory Board.
Recommendation: Motion/Second to repeal the Council Statement of September 11, 2018, “Regarding Wildfire Mitigation Measures,” and adopt the attached 2023 Wildfire Mitigation Plan and direct the City Administrator to complete the independent review process.
3. Informational: At the Budget Workshop in September of this year, Council requested a monthly budget update.
