Public comments on agenda items are welcomed and encouraged in advance and will be accepted until 3:00 PM. on the meeting date by emailing the City Clerk at [email protected] or via the drop box at 465 C Street.
Comments will be conveyed to the Council for consideration.
As a courtesy to the public, the meeting will be broadcast free via the internet - no comments will be allowed remotely. The zoom link to watch the meeting is https://us06web.zoom.us/j/5308680100.
Speaking Time Limit: Three-minute time limit for each speaker unless Council specifies a different time limit based on the time allotted for the item and/or the number of speakers.
Written Materials: Council is unable to read written materials presented at the meeting. If a person intends to appear before the Council and provide written material, that written material should be delivered to the City Clerk at least 10 days in advance of the meeting date.
Cell Phones and side conversation: Please silence all cell phones, side conversations and other disturbances during the meeting.

5. CONSENT AGENDA
A. Approve warrants: 37981 – 38043, 9302885 – 9302908, 101320231, and 101920231 for the month of October 2023 in the amount of $387,114.55.
B. Approve minutes for Regular Council Meeting of October 10, 2023.

C. Acknowledge receipt of the Butte County Animal Control Reports for October 2023.
D. Move to accept the 2023 Consolidated Computer Security Report Card.
Action: It is recommended items “A” through “D” be acted on simultaneously unless separate actions are requested by a Councilmember or a member of the audience.
Recommendation: Motion/Second to approve the consent calendar.

Discussion/Action: The City of Biggs received a letter of complaint related to a previous City Council Meeting.
Recommendation: Receive report from the City Attorney and take appropriate action related to the September 28, 2023, Emergency Meeting.
F. City Administrator
1. City Administrator Report.
2. Discussion/Action: Biggs Industrial Park Review.
At a previous meeting, the Council designated the City property at 2837 W. Biggs Gridley Road as the Biggs Industrial Park. The City Council directed staff to bring back additional information and negotiated leases for approval.
Recommendation: Authorize the City Administrator to sign the new lease agreement with Gateway Pacific. Appoint a Councilmember to negotiate with SunWest Milling Company related to their utilization of the Industrial Park Space.
3. Discussion/Action: Budget Review and Transfer
After Council approval of the 2023-24 budget in June, we noted several discrepancies that need to be addressed.
