MINUTES OF THE CITY OF BIGGS
REGULAR COUNCIL MEETING November 14, 2023
COUNTY OF BUTTE, STATE OF CALIFORNIA
The regular council meeting was called to order at 5:00 p.m. by Mayor Bassett. Staff present: City Administrator Josh Cook, City Attorney Greg Einhorn, City Planner Bob Summerville, Public Works Superintendent Paul Pratt, and City Clerk Roben Benish.

5. CONSENT CALENDAR:
A. Approval of warrants: 37981 – 37043, 9302885 – 9302908, 101320231 and 101920231 for the month of October 2023 in the amount of $387,114.55.
B. Approval of minutes for Regular Meeting of October 10, 2023.
C. Acknowledge receipt of Animal Control Reports for October 2023.
D. Move to accept the 2023 Consolidated Computer Security Report Card.

6. DEPARTMENT REPORTS:
A. Public Works: Verbal report by Public Works Superintendent Paul Pratt.
B. Public Safety: Report included in the agenda.
C. Planning: Verbal report by City Planner Bob Summerville.
D. Engineering: Verbal updates by City Engineers Stacey Lynch and Dave Harden via Zoom.
E. City Attorney: City Attorney Greg Einhorn stated the City of Biggs had received a letter of complaint from UPEC related to the Electric Maintenance Agreement at a previous City Council Meeting. Mr. Einhorn stated the letter had no merit and there was no corruption.
Mr. Einhorn stated he would like the Council to ratify the agreement at the next meeting and disclose Councilmember Sheppard’s employment with the City of Gridley.

2. Mr. Cook stated at a previous meeting, Council designated the City property at 2837 W Biggs Gridley Road as the Biggs Industrial Park.
Motion/Second to authorize the City Administrator to sign the new lease agreement with Gateway Pacific. Also appoint Mayor Bassett to negotiate with SunWest Milling Company related to their utilization of the Industrial Park Space. (Buck/Bassett, MC; Noes: Sheppard)
3. Mr. Cook asked the Council to consider approving the recommended budget transfers listed on page one of the staff report.
