Speaking Time Limit: Three-minute time limit for each speaker unless Council specifies a different time limit based on the time allotted for the item and/or the number of speakers.
Written Materials: Council is unable to read written materials presented at the meeting. If a person intends to appear before the Council and provide written material, that written material should be delivered to the City Clerk at least 10 days in advance of the meeting date.

5. PUBLIC HEARING: Tentative Parcel Map 2023-01 (Chavez) The applicant is requesting approval of a tentative parcel map to divide a vacant 0.30-acre parcel to create two parcels for development of single-family residential uses.

Recommendation: Motion/Second to adopt Resolution No. 2024-04, “A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF BIGGS APPROVING TENTATIVE PARCEL MAP 2023-01 (CHAVEZ).”
6. CONSENT CALENDAR
A. Approve warrants: 38312 – 38370, 32020241, 9303036 – 9303062 for the Month of March 2024 in the amount of $529,850.19.
B. Approve minutes for Regular Council Meeting of March 12, 2024.
C. Acknowledge receipt of the March 2024 Butte County Sheriff’s Report.
D. Acknowledge receipt of the March 2024 Animal Control Reports.
It is recommended items “A” through “D” be acted on simultaneously unless separate actions are requested by a Councilmember or a member of the audience.
Recommendation: Motion/Second to approve the consent calendar.
7. DEPARTMENT REPORTS
A. Public Safety:
Discussion/Action: Consider Installation of Law Enforcement Cameras The City of Biggs contracts with the Butte County Sheriff’s Office for Law Enforcement Services; the Sheriff has a camera system throughout the County, which has proven to be very helpful in finding criminals quickly. The Sheriff’s office has requested that the City of Biggs consider installing 2-4 cameras within the city limits that would be interconnected with the cameras installed throughout the County.
Recommendation: Consider the information provided and give direction to staff.

E. City Administrator
1. Discussion/Action: Debt Transparency Report
As required by Senate Bill 1029, each Debt issuer must file an annual report with the California Debt and Investment Advisory Commission for debt issued after January 21, 2017.
Recommendation: Move to direct staff to prepare and file debt transparency reports as required by law and present the reports at the next Council meeting.
2. Discussion/Action: Evacuation Map – Emergency Evacuation Plan Public Safety is one of the Council's primary responsibilities. The County is preparing updated maps as part of an Emergency Evacuation Planning Study. As part of that process, a map was created to evacuate Biggs.
Recommendation: Review the map and allow for public comment. Direct staff to respond to the County with any changes or additions the Council feels essential to the planning process.
3. Discussion/Action: LAFCO Budget
Biggs Member Agency Apportionment (dues) for LAFCO will remain the same – an estimated $8,000. The final calculations will come as an invoice.
Recommendation: Receive the LAFCO 2024-2025 Budget Memo and direct staff to add LAFCO costs to the 2024-2025 Budget.
