Speaking Time Limit: Three-minute time limit for each speaker unless Council specifies a different time limit based on the time allotted for the item and/or the number of speakers.
Written Materials: Council is unable to read written materials presented at the meeting. If a person intends to appear before the Council and provide written material, that written material should be delivered to the City Clerk at least 10 days in advance of the meeting date.

5. ADMINISTRATIVE BUSINESS:
A. Discussion/Action: Citizen Initiative to Legalize Safe & Sane Fireworks A notice of intention to circulate a petition was filed with the City of Biggs to amend the Municipal Code to legalize fireworks.

Recommendation: Direct Staff.
B. Discussion/Action: Electric Rate Increase Resolution At the May 14, 2024, city council meeting, the Council voted to increase electric rates by 15%, effective July 1, 2024.
Recommendation: Adopt Resolution No. 2024-05, “RESOLUTION OF THE CITY OF
BIGGS ESTABLISHING THE ELECTRIC UTILITY SERVICE RATES FOR CUSTOMERS OF THE CITY OF BIGGS MUNICIPAL SYSTEM, EFFECTIVE JULY 1, 2024”.
C. Discussion/Action: Electric Fund 050
At the May 14, 2024, meeting, the Council requested additional financial information regarding Electric Fund imbalance.
Recommendation: Adjust rates to bring the Electric Fund 050 into balance.
