The California Department of Housing and Community Development (HCD) requires that all local governments adequately plan to meet the housing needs of everyone in the community. California’s local governments meet this requirement by adopting Housing Elements as part of their General Plan.

Recommendation: Adopt Resolution No. 2024-10, “A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF BIGGS ADOPTING GENERAL PLAN AMENDMENT 2024-02 (CITY OF BIGGS), ADOPTING THE 6TH CYCLE HOUSING ELEMENT OF THE GENERAL PLAN, BY REPEALING AND REPLACING THE 5TH CYCLE
HOUSING ELEMENT, AND AUTHORIZING STAFF TO SUBMIT THE ADOPTED 6TH CYCLE HOUSING ELEMENT TO THE CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT (HCD) FOR CERTIFICATION.” B. Sewer and Water Public Hearing
Proposition 218, passed by the people of the State of California, requires municipalities to base city service costs, such as water and sewer, on the actual costs for providing the services to the resident ratepayers. Sewer rates were last adjusted in 2013 and water rates were last adjusted in 2011.

A. Public Safety
Discussion/Action: CAL FIRE FY 2024-2025 Agreement
The City of Biggs and CAL FIRE entered into a cooperative agreement for fire protection services in 1991. The contract is voted on annually.
Recommendation: Approve Resolution No. 2024-06, “RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BIGGS APPROVING AGREEMENT (#2CA06878) FOR SERVICES FROM JULY 1, 2024, TO JUNE 30, 2025, WITH THE CALIFORNIA DEPARTMENT OF FORESTRY AND FIRE PROTECTION.”
B. Engineering
1. Discussion/Action: Acceptance of the Biggs Per Captia Park Improvements Project No. 23-01

Construction work for the Biggs Per Captia Park Improvements Project No. 23-01 has been completed.
Recommendation: Adopt Resolution No. 2024-09, “A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF BIGGS AUTHORIZING THE CITY
ADMINISTRATOR TO ACCEPT THE CONSTRUCTION CONTRACT ON
BEHALF OF THE CITY FOR THE PER CAPITA PARK IMPROVEMENTS PROJECT, CITY PROJECT NUMBER 23-01.”
2. Discussion/Action: SB1 Project List to California Transportation Commission (CTC) for FY 2024-25
Staff requests the City Council adopt a resolution authorizing staff to submit the SB1 Project List to CTC and authorize the city administrator to include it in FY 2024-2025 CIP Budget.
Recommendation: Adopt Resolution No. 2024-11, “A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF BIGGS ADOPTING A LIST OF PROJECTS FOR FISCAL YEAR 2024-25 FUNDED BY SB 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017.”
C. City Administrator
1. Discussion/Action: Electric Fund
At the previous council meeting, staff presented financial information from the Electric Fund and was directed to discuss the SunWest Mills rate with the leadership of SunWest Mills.
Recommendation: Increase or reduce electric rates to cover the costs of services in a manner that no rate class covers the losses for another rate class.
2. Discussion/Action: Evacuation Map Approval
The County is preparing updated maps as part of an Emergency Evacuation Planning Study.
Recommendation: Approve the Evacuation Map presented by the County.
3. Discussion/Action: 2024-2025 City of Biggs Budget

establishes priorities by allocating funds to specific programs, services, and projects based on their importance and urgency, which is determined by the elected Council.
