Comments will be conveyed to the Council for consideration.

Speaking Time Limit: Three-minute time limit for each speaker unless Council specifies a different time limit based on the time allotted for the item and/or the number of speakers.
Written Materials: Council is unable to read written materials presented at the meeting. If a person intends to appear before the Council and provide written material, that written material should be delivered to the City Clerk at least 10 days in advance of the meeting date.

5. CONSENT CALENDAR
A. Approve warrants: 38589 – 38668, 71020242 – 7120244, 72520241, and 9303156 - 9303182 for the Month of July 2024 in the amount of $773,863.32.
B. Approve minutes for Regular Council Meeting of July 9, 2024.
C. Acknowledge receipt of Butte County Animal Control Report for July 2024.
D. Acknowledge receipt of the Butte County Sheriff's Office Report for July 2024.

E. Acknowledge receipt of the BCAG REAP Re-Allocation.
F. Approve Amendment No. 2 to the Professional Services Agreement for City Engineering Services with Bennett Engineering Services, Inc. to extend the contracted services until September 1, 2025.
G. Approve Resolution No. 2024-16, “RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BIGGS ADOPTING THE ‘GANN’ APPROPRIATION LIMIT FOR FISCAL YEAR 2024-2025.”
H. Acknowledge receipt of the HOME Annual Performance Filed Report.
I. Acknowledge receipt of the CARB Use of Allocated Resources Filed Report.
J. Acknowledge receipt of the 2023 Energy Information Agency (EIA) Report.
K. Acknowledge receipt of the 2024 Updated Utility Wildfire Mitigation Plan.
L. Direct and authorize the City Administrator to ascertain which Councilmembers or staff would be available to represent the City of Biggs, attend the convention, and submit their names to the League of California Cities per the Cal Cities By-Laws.
Action: It is recommended items “A” through “L” be acted on simultaneously unless separate actions are requested by a Councilmember or a member of the audience.
Recommendation: Motion/Second to approve the consent calendar.

1. Discussion/Action: Sixth Street Apartment Proposal
This item was discussed at the previous meeting. The Landowner has asked to bring the issue to the Council again. The Landowner will be available to answer questions.
Recommendation: Direct staff.
2. Discussion/Action: Cyber Security Report.
At the previous Council meeting, Council member Sheppard reported that Cyber Security issues were discussed at a recent utility meeting he attended. This is a follow up to his inquiry.

3. Discussion: Budget, Cash Flow and Audit Report
The City of Biggs finance staff prepares regular reports and coordinates with a certified municipal auditor. The 2023-2024 budget transactions are being accounted for and filed in preparation for an independent audit.
Recommendation: The is an informational item.
4. Discussion/Action: Review Fireworks Sales Implementation The City of Biggs approved the sale of fireworks after a Citizen Initiative was filed with the City Clerk. Community groups sold fireworks and reported a successful venture that raised funds for the High School co-curricular and extracurricular activities, like sports.
Recommendation: This is an information or action item. Provide direction to City Staff.
