Speaking Time Limit: Three-minute time limit for each speaker unless Council specifies a different time limit based on the time allotted for the item and/or the number of speakers.
Written Materials: Council is unable to read written materials presented at the meeting. If a person intends to appear before the Council and provide written material, that written material should be delivered to the City Clerk at least 10 days in advance of the meeting date.

The subject code amendments focus on updating all references to compliance with the California Building Code 2022 Edition.

Recommendation: Motion/Second to introduce Ordinance No. 436 by reading of title only, “AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BIGGS AMENDING TITLE 11 BUILDINGS AND CONSTRUCTION OF THE BIGGS MUNICIPAL CODE”.

1. Discussion/Action: Feral Cat Program

At the February 13, 2024, City Council Meeting, the Council agreed to continue participating in the Feral Cat Control Program at a cost not to exceed $3,000 for six months.
Recommendation: Continue City participation in the Feral Cat Control Program with PAWS Clinic of Oroville for the next six months at a cost not to exceed $3,000.
2. Discussion/Action: Fire Equipment Replacement Reserve – Fund 012 The City of Biggs Fire Department is located at 434 B Street. The County of Butte and the City of Biggs have both purchased fire engines for the Biggs Fire Station.
Recommendation: Discuss the purchase, maintenance, ownership, financing of fire engines and replacement and give staff direction.
3. Discussion: Sixth Street Subdivision Map Revision
The initial application for the Sixth Street Subdivision was submitted in 2021. As part of the process, a Public Hearing was held on November 8, 2022, and the Council approved the attached Initial Study and Mitigated Negative Declaration, unanimously approving the subdivision.
Recommendation: This is an informational item.
