MINUTES OF THE CITY OF BIGGS
SPECIAL COUNCIL MEETING October 1, 2024

COUNTY OF BUTTE, STATE OF CALIFORNIA

Page 1 ends

The special council meeting was called to order at 5:30 p.m. by Mayor Bassett. Staff present: City Attorney Greg Einhorn and City Clerk Roben Benish.

1. MEETING CALLED TO ORDER: Mayor Bassett

2. PLEDGE OF ALLEGIANCE: Councilmember Buck

3. ROLL CALL:

Present: Bassett, Buck, Nuchols, Sheppard and Squires

Absent:

4. PUBLIC COMMENT: Vanessa Mogg wished to address the Council regarding the City Administrator coming by her home on two different occasions trying to make contact with her husband.

Mayor Bassett asked the public to provide questions and comments on the potential housing on Sixth Street in Biggs.

Stephanie McDonnel:

Who will be living in the apartments? Will they be Biggs Residents? Will there be off-sight parking? Will the streets be made more durable?
Ena Elliott:

What are the impacts on sewer, water and streets? Has there been a proper study completed? Dale Mogg:

He has read the report. WWTP is running at half capacity. City Public Works’ own admission is that during wet months there are serious backups due to stormwater infiltration. The study reports on dry weather numbers. Concerns are for the wet weather months. Last month it was insinuated that impact funds could help fund a new fire engine.

Linda Marohn:

Is there a deadline date to approve development? What is the state mandate? What will the state do if not approved? Who will be controlling maintenance of the apartments? Will USDA, CHIP, Federal housing be introduced? If development is approved by the city, when would they break ground and how long to completion? Mandy Mattos:

Will there be tax revenue from the apartments? Are these apartments exempt from property taxes? Will they get an exemption from the school bond if it is passed? Provide examples of other cities not following SB35 and not following the housing mandate? Melody Thomas:

The study was completed without the apartment complex. The study has no meaning because it includes only 26 single family homes and storage units. Is this study irrelevant? It doesn’t address affordable housing. The school system was not addressed in the study. The roads were not addressed. The crime statistics were completed in cities not in rural areas.

Vickie Harrison:

She is concerned about the streets and children walking to school on Sixth Street, which is a truck route. Are there other places to build apartments in town? There is a teacher shortage.
