MINUTES OF THE CITY OF BIGGS
SPECIAL COUNCIL MEETING December 3, 2024
COUNTY OF BUTTE, STATE OF CALIFORNIA
The special council meeting was called to order at 5:00 p.m. by Mayor Bassett. Staff present:
Interim City Administrator Cliff Wagner, City Clerk Roben Benish and City Attorney Greg Einhorn.

Present: Buck, Sheppard, Squires, and Bassett
4. SPECIAL SESSION: Fill Vacant City Council Position
Resident Mandy Mattos asked the Council to consider bringing in a younger individual with a different perspective.
Jim Wilson stated it appears the issue with the City of Biggs is management and he suggested appointing someone with managerial experience.
Interim City Administrator Cliff Wagner stated each applicant would have five minutes to introduce themselves and explain their interest in serving on the City Council of the City of Biggs. After each presentation, the public will be allowed to ask questions.
A. Applicants Doug Arnold, Emileigh Martinez, and James Wilson introduced themselves, gave a presentation, and answered questions from the public and the City Council.
B. Councilmember Sheppard nominated Douglas Arnold with a second from Councilmember Squires. Councilmember Buck made a substitute motion and nominated James Wilson with no second.
C. Motion/Second to appoint Douglas Arnold to the City Council and adopt Resolution No. 2024-21, “RESOLUTION OF THE CITY OF BIGGS APPOINTING RESIDENT TO VACANT COUNCIL POSITION.”

D. City Clerk Roben Benish administered the Oath of Office to Douglas Arnold.
