Speaking Time Limit: Three-minute time limit for each speaker unless the Council specifies a different time limit based on the time allotted for the item and/or the number of speakers.
Written Materials: Council is unable to read written materials presented at the meeting. If a person intends to appear before the Council and provide written material, that written material should be delivered to the City Clerk at least 10 days in advance of the meeting date.

A. Motion/Second to adopt Resolution No. 2024-22, “RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF BIGGS RECITNG THE FACT OF THE CONSOLIDATED GENERAL ELECTION HELD ON NOVEMBER 5th, 2024, CERTIFYING THE CANVASS AND DECLARING THE RESULTS AND SUCH OTHER MATTERS AS PROVIDED BY LAW.” City of Biggs City Council Meeting Agenda

B. Swearing-in Ceremony: City Clerk Roben Benish will administrator oath of office to newly elected council members.
C. Discussion/Action: Vacancy of City Council Position
City Council Member Mike Buck submitted his letter of resignation on December 3, 2024.
Pursuant to Government Code section 36512, the Council has the authority to appoint a successor for the remainder of Mr. Buck’s term. Such an appointment is to be made within 60 days from the vacancy or hold a special election.
Recommendations:
Motion/Second to accept resignation of Council Member Mike Buck and determine the position of Council Member Buck has become vacant.
Direct Staff whether to fill vacancy by appointment or by special election pursuant to Government Code section 36512.

B. Approve warrants 38880 – 38923, 111520241, 111920241, 9303265 - 9303302 for the Month of November 2024 in the amount of $377,739.77.
C. Approve minutes for Regular Meeting of November 12, 2024, and Special Meeting of December 3, 2024.
D. Acknowledge receipt of Butte County Animal Control Report for the month of November 2024.
E. Adopt Resolution No. 2024-23, “RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BIGGS, CALIFORNIA APPROVING AMENDED AGREEMENT (#CA06878) FOR SERVICES FROM JULY 1, 2024M TO JUNE 30, 2025, WITH THE CA DEPARTMENT OF FORESTRY AND FIRE PROTECTION.”
It is recommended items “A” through “E” be acted on simultaneously unless separate actions are requested by a Councilmember or a member of the audience.

1. Discussion/Action: Request for Proposals (RFP) for Accounting Services The City of Biggs relies on expert accounting services to maintain accurate financial reporting, ensure compliance with federal and state regulations, and promote sound fiscal management. Roy Seiler, who has service d as the City’s account, is scheduled to retire in January 2025.
Recommendation: Motion/Second to approve the issuance of a Request for Proposals for professional accounting services.
