Comments will be conveyed to the Council for consideration.

Speaking Time Limit: Three-minute time limit for each speaker unless the Council specifies a different time limit based on the time allotted for the item and/or the number of speakers.
Written Materials: Council is unable to read written materials presented at the meeting. If a person intends to appear before the Council and provide written material, that written material should be delivered to the City Clerk at least 10 days in advance of the meeting date.

5. CONSENT CALENDAR
A. Approve warrants 38924 – 39021, 101820241, 121620241, 122020241, 123120241, 9303303 – 9303332 for the Month of December 2024 in the amount of $729,089.23.
B. Approve minutes for the Regular Council Meeting of December 10, 2024, and the Special Council Meeting of December 19, 2024.
C. Acknowledge receipt of Butte County Sheriff’s Office Report for December 2024.

D. Adopt Resolution No. 2025-01, “RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
BIGGS APPOINTING A REPRESENTATIVE AND AN ALTERNATE REPRESENTATIVE
TO THE BUTTE COUNTY ABANDONED VEHICLE ABATEMENT SERVICE AUTHORITY.”
E. Adopt Resolution No. 2025-02, “RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
BIGGS APPOINTING MUNICIPAL EMPLOYEE RELATIONS OFFICERS AND ALTERNATE FOR THE CITY OF BIGGS.”
F. Adopt Resolution No. 2025-03, “RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
BIGGS APPOINTING THE REPRESENTATIVE AND ALTERNATE TO THE BOARD OF DIRECTORS OF SCORE (Small Cities Organized Risk Effort).” It is recommended items “A” through “F” be acted on simultaneously unless separate actions are requested by a Councilmember or a member of the audience.
Recommendation: Motion/Second to approve the consent calendar.
6. ITEMS FOR CONSIDERATION
A. Discussion/Action: Limiting Authority for Interim City Administrator Staff recommend adopting a resolution which establishes a spending authority limit for Interim City Administrator Cliff Wagner.
Recommendation: Motion/Second to approve Resolution No. 2025-04, “A RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF BIGGS, CALIFORNIA, LIMITING THE
SPENDING AUTHORITY OF INTERIM CITY ADMINISTRATOR CLIFF WAGNER TO BUDGETED EXPENDITURES NOT EXCEDING $10,000 WITH SPECIFIC EXEMPTIONS.”
B. Discussion/Action: Reauthorizing Investment of Monies in the Local Agency Investment Fund.
Staff recommend adopting a resolution which serves as reauthorization of the City’s participation in LAIF and confirms the authorization of designated City officials to deposit and withdraw funds as necessary.
Recommendation: Motion/Second to approve Resolution No. 2025-05, “RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF BIGGS AUTHORIZING BY RESOLUTION INVESTMENT OF MONIES IN THE LOCAL AGENCY INVESTMENT FUND.” C. Discussion/Action: Change to City Council Meeting Schedule The Council is asked to consider an amendment to increase the frequency of meetings to twice per month and adjust the meeting time to better accommodate public participation and the schedules of Councilmembers and staff.

Recommendation: Motion/Second to introduce Ordinance No. 437 by reading of title only, “AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BIGGS AMENDING SECTION 2.10.010 OF THE BIGGS MUNICIPAL CODE TO CHANGE THE SCHEDULE FOR REGULAR CITY COUNCIL MEETINGS.”
D. Discussion/Action: Updated Biggs City Council Policies and Procedures.
The City of Biggs has periodically updated its City Council Policies and Procedures to ensure alignment with current laws, best practices, and the evolving needs of the community.
Recommendation: Motion/Second to adopt the updated Biggs City Council Policies and Procedures as presented.
E. Discussion/Action: IT Services contract Upgrade for Enhanced Security.
The City of Biggs currently contracts with Stratti for managed IT services. Considering increasing cybersecurity threats, Stratti has proposed an upgraded service package to strengthen the City’s IT security infrastructure.
Recommendation: Staff recommends that the City Council authorize the Interim City Administrator or his designee to execute the agreements for the Upgraded IT Services contract with Stratti and the implementation of Sophos Firewall with 3-Year Xstream Licensing. Staff also recommend against adopting the LastPass Password Management proposal.
7. DEPARTMENT UPDATE REPORTS – Brief updates and report on City services as it pertains to each department, if any.

A. Brief updates on conferences, seminars, and meetings attended by the Mayor and City Council members, if any.
