MINUTES OF THE CITY OF BIGGS
SPECIAL COUNCIL MEETING January 30, 2025
COUNTY OF BUTTE, STATE OF CALIFORNIA
The special council meeting was called to order at 5:00 p.m. by Mayor Sheppard. Staff present:
Interim City Administrator Cliff Wagner, City Clerk Roben Benish and City Attorney Greg Einhorn.

Present: Bassett, Squires, Wilks, Arnold and Sheppard.
4. CLOSED SESSION
Closed Session Pursuant to Government Code Section 54957, Public Employee discipline/dismissal/release.
The Council adjourned to closed session at 5:04 p.m.
5. RESUME SPECIAL SESSION
The Council resumed the special session at 6:50 p.m.
Reportable action taken: Pursuant to Government Code 54957.1(a) Termination of Employment Agreement (City Administrator) between the City of Biggs and Josh F. W. Cook for cause, pursuant to section 7.01 of the agreement: material breach of the agreement. There was a unanimous vote in favor of this action.
The Council directed the City Attorney to prepare the written basis for the action confirming the Council’s discussion, decision and action. The effective date of the termination is January 31, 2025.
6. ADJOURNMENT: Council adjourned the Special Meeting 6:57 p.m.
