Speaking Time Limit: Three-minute time limit for each speaker unless the Council specifies a different time limit based on the time allotted for the item and/or the number of speakers.
Written Materials: Council is unable to read written materials presented at the meeting. If a person intends to appear before the Council and provide written material, that written material should be delivered to the City Clerk at least 10 days in advance of the meeting date.

5. CONSENT CALENDAR
A. Approve warrants 39023 – 39086, 12220251, 9303333 – 9303358, 93033342 – 93033345 for the Month of January 2025 in the amount of $724,332.49.
B. Approve minutes for the Regular Council Meeting of January 14, 2025, and the Special Council Meeting of January 30, 2025.
C. Acknowledge receipt of Butte County Animal Control Reports for December 2024 and January 2025.

D. Acknowledge receipt of Butte County Sheriff’s Office Report for January 2025.
E. Adopt Ordinance No. 437 by reading of title only, “AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BIGGS AMENDING SECTION 2.10.010 OF THE BIGGS
MUNICIPAL CODE TO CHANGE THE SCHEDULE FOR REGULAR CITY COUNCIL MEETINGS.”
F. Acknowledge receipt of the City Accountant’s Reports as of December 2024.
It is recommended items “A” through “F” be acted on simultaneously unless separate actions are requested by a Councilmember or a member of the audience.
Recommendation: Motion/Second to approve the consent calendar.
6. ITEMS FOR CONSIDERATION
A. Informational: Resident concerns – Amanda Mattos
B. Discussion/Action: Selection of Accounting Services Firm A selection committee was formed to evaluate three proposals and conduct interviews. The committee consisted of Interim City Administrator Cliff Wagner, Mayor Bo Sheppard, City Clerk Roben Benish, and Gridley City Administrator Elisa Arteaga. The interview process was conducted via Zoom on Thursday, January 30, 2025
Recommendation: Motion/Second to approve Regional Government Services (RGS) as the selected accounting firm and authorized the Interim City Administrator to negotiate and execute the contract for services.
C. Discussion/Action: Water Meter Purchase Approval Request To ensure continued compliance with legal requirements and to replace failing meters, it is necessary to purchase additional water meters.
Recommendation: Motion/Second to approve the purchase of 40 replacement water meters from Pace Supply Corporation at a total cost of $12,027.32, including estimated sales tax and freight.
D. Informational: City Owned Property Leases Update
Council is asked to consider the details of each lease, including current status, revenue potential, and considerations for future actions.

B. Discussion/Action: Contract Award for Construction Management The City issued a Request for Proposals on December 6, 2024, for Construction Management Services for the Second Street Bicycle and Pedestrian Improvements Project.
Recommendation: Motion/Second to authorize the Interim City Administrator to execute a contract with Gannett Fleming in the amount of $138,961 for the Construction Management of the Second Street Bicycle and Pedestrian Improvements Project.
8. COUNCIL COMMITTEE REPORTS – Brief updates on conferences, seminars, and meetings attended by the Mayor and City Council members, if any.
9. CITY ADMINISTRATOR REPORTS – Brief updates and reports on conferences, seminars, and meetings attended by the City Administrator, if any.

A. Anticipated Litigation, Government Code Section 54956.9(d)(3): one potential case.
