Public comments on agenda items are welcomed and encouraged in advance and will be accepted until 3:00 PM. on the meeting date by emailing the City Clerk at [email protected] or via the drop box at 465 C Street.
Comments will be conveyed to the Council for consideration.

Speaking Time Limit: Three-minute time limit for each speaker unless the Council specifies a different time limit based on the time allotted for the item and/or the number of speakers.
Written Materials: Council is unable to read written materials presented at the meeting. If a person intends to appear before the Council and provide written material, that written material should be delivered to the City Clerk at least 10 days in advance of the meeting date.
Cell Phones and side conversation: Please silence all cell phones, side conversations and other disturbances during the meeting.

A. Approve warrants 39155 – 39209, 3172026, 3172028, 9303388 – 9303414 for the Month of March 2025 in the amount of $401,329.61.
B. Approve Resolution No. 2025-08, “RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF BIGGS APPOINTING A REPRESENTATIVE AND AN ALTERNATE
REPRESENTATIVE TO THE BUTTE COUNTY ABANDONED VEHICLE ABATEMENT SERVICE AUTHORITY.”

C. Approve Resolution No. 2025-09, “RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF BIGGS APPOINTING THE REPRESENTATIVE AND ALTERNATES TO THE BOARD OF DIRECTORS OF SCORE.”
D. Acknowledge the Butte County Animal Control Report for the Month of March 2025.
It is recommended items “A” through “D” be acted on simultaneously unless separate actions are requested by a Councilmember or a member of the audience.
Recommendation: Motion/Second to approve the consent calendar.
6. ITEM FOR CONSIDERATION
Discussion/Action: Active Recruitment for Position of City Administrator CalPERS regulations require that active recruitment be in progress in order for a public agency to lawfully appoint a CalPERS retired annuitant to temporarily fill a vacant executive position.
Recommendation: Staff recommends that the City Council adopt Resolution No. 2025-10 “RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BIGGS DECLARING THAT AN
ACTIVE RECRUITMENT IS UNDERWAY FOR THE POSITION OF CITY ADMINISTRATOR.”
