Comments will be conveyed to the Council for consideration.

Speaking Time Limit: Three-minute time limit for each speaker unless the Council specifies a different time limit based on the time allotted for the item and/or the number of speakers.
Written Materials: Council is unable to read written materials presented at the meeting. If a person intends to appear before the Council and provide written material, that written material should be delivered to the City Clerk at least 10 days in advance of the meeting date.

5. CONSENT CALENDAR
A. Approve warrants 39275 – 39368, 51920251, 9303414 – 9303450 for the month of May 2025 in the amount of $595,422.22.
B. Approve minutes for the Regular City Council Meeting of May 13, 2025.
C. Acknowledge receipt of the Butte County Sheriff's Office Report for May 2025.
D. Acknowledge receipt of the Butte County Animal Control Report for May 2025.

It is recommended items “A” through “D” be acted on simultaneously unless separate actions are requested by a Councilmember or a member of the audience.
Recommendation: Motion/Second to approve the consent calendar.
6. ITEMS FOR CONSIDERATION
A. Discussion/Action: Acceptance of the FY 2023/2024 Annual Aduit.
Each year, the City of Biggs engages an independent Certified Public Accountant to audit its financial statements in accordance with generally accepted auditing standards and Government Auditing Standards.
Recommendation: Receive and file the Fiscal Year 2023/24 Annual Comprehensive Financial Report and Auditor’s Report.
B. Discussion/Action: Approval of Law Enforcement Services Agreement with the City of Gridley.
The City of Biggs currently contracts with the Butte County Sheriff’s Office (BCSO) for law enforcement services. In anticipation of the current agreement’s expiration on June 30, 2025, staff issued a Request for Proposals and received formal proposals from both BCSO and the Gridley Police Department.
Recommendation: Move to approve the proposed Agreement for Law Enforcement Services between the City of Biggs and the City of Gridley for the five-year period beginning July 1, 2025, through June 30, 2030.
C. Informational: Cash and Investments Report for April 2025.
D. Discussion/Action: Resolution Calling and Consolidating a Special Election for November 4, 2025, to Fill a Vacant City Council Seat.
Between November 2024 and January 2025, the City of Biggs experienced a series of three council resignations. The first two vacancies were filled by appointment. However, under Government Code § 36512(b), when a third vacancy occurs within a short time frame, a special election is required to fill the seat.
Recommendation: Motion to approve Resolution No. 2025-16, “A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF BIGGS, CALIFORNIA, CALLING AND GIVING NOTICE OF A SPECIAL MUNICIPAL ELECTION TO BE HELD ON NOVEMBER 4, 2025, FOR THE PURPOSE OF FILLING ONE CITY COUNCIL VACANCY;
REQUESTING CONSOLIDATION OF SAID ELECTION WITH THE STATEWIDE GENERAL ELECTION; REQUESTING THE SERVICES OF THE BUTTE COUNTY CLERK/RECORDER TO CONDUCT SAID ELECTION; AND PROVIDING FOR AN ALLMAIL BALLOT ELECTION PURSUANT TO ELECTIONS CODE SECTION 4000.” City of Biggs City Council Meeting Agenda
