MINUTES OF THE CITY OF BIGGS
SPECIAL COUNCIL MEETING June 17, 2025
COUNTY OF BUTTE, STATE OF CALIFORNIA
The special council meeting was called to order at 6 p.m. by Mayor Sheppard. Staff present:
Interim City Administrator Cliff Wagner and City Clerk Roben Benish.
1. MEETING CALLED TO ORDER: Mayor Sheppard
2. PLEDGE OF ALLEGIANCE: Councilmember Wilks
3. ROLL CALL:
Present: Squires, Wilks, Arnold, and Sheppard
Absent:
4. PUBLIC COMMENT: Resident Mandy Mattos addressed the Council regarding transparency and her concerns about a potential apartment complex on Sixth Street and the major change it would make to the City of Biggs.
5. BUDGET STUDY SESSION:
Interim City Administrator Cliff Wagner provided the Council with a Fiscal Year 2025-2026 budget presentation.
The Council reviewed different aspects of the budget and agreed to contact Mr. Wagner with questions and concerns.
6. ADJOURNMENT: Council adjourned the Special Meeting at 8:11 p.m.
