Public comments on agenda items are welcomed and encouraged in advance and will be accepted until 3:00 PM. on the meeting date by emailing the City Clerk at [email protected] or via the drop box at 465 C Street. Comments will be conveyed to the Council for consideration.

Speaking Time Limit: Three-minute time limit for each speaker unless the Council specifies a different time limit based on the time allotted for the item and/or the number of speakers.
Written Materials: Council is unable to read written materials presented at the meeting. If a person intends to appear before the Council and provide written material, that written material should be delivered to the City Clerk at least 10 days in advance of the meeting date.

Recommendation: Adopt Resolution No. 2025-17, “A RESOLUTION OF THE CITY

2. Introduce Ordinance No. 438 by reading of title only, “AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BIGGS REZONE 2024-01 IN COMPLIANCE WITH ASSEMBLY BILL (AB) 430, 2019 – GALLAGHER, ASSESSOR PARCEL NUMBERS 001-103-007 AND 022-160-091.”

4. Adopt Resolution No. 2025-22, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BIGGS APPROVING SITE PLAN REVIEW 2024-05 (HAMMAN), IN COMPLIANCE WITH ASSEMBLY BILL (AB) 430, 2019 – GALLAGHER, ASSESSOR PARCEL NUMBERS 001-103-007 & 022-160-091.”
6. CONSENT CALENDAR
A. Approve minutes for the Special City Council Meetings of June 13, 2025, and June 17, 2025.
B. Approve Resolution No. 2025-18, “A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF BIGGS CERTIFYING TO THE COUNTY OF BUTTE THE VALIDITY OF THE
LEGAL PROCESS USED TO PLACE DIRECT CHARGES (SPECIAL ASSESSMENTS) ON
THE SECURED TAX ROLL FOR THE NORTH BIGGS ESTATES COMMUNITY FACILITIES DISTRICT.”
It is recommended items “A” through “B” be acted on simultaneously unless separate actions are requested by a Councilmember or a member of the audience.
Recommendation: Motion/Second to approve the consent calendar.
7. ITEMS FOR CONSIDERATION
A. Discussion/Action: Extension of Revised Vesting Tentative Subdivision Map 2021-01 (Hamman).
The applicant is requesting to extend the term of a previously approved vesting tentative subdivision map.
Recommendation: Approve Resolution No. 2025-19, “A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF BIGGS APPROVING AN EXTENSION OF REVISED VESTING TENTATIVE SUBDIVISION MAP 2021-01 (HAMMAN), ASSESSOR PARCEL NUMBERS 001-103-007 & 022-160-091.”
B. Discussion/Action: Approval of Agreement with County of Butte Animal Control Services (FY 2025 – 2030).
The current contract with Butte County Department of Public Health to provide animal control services is set to expire on June 30, 2025.
Recommendation: Staff recommend that the City Council approve the proposed Agreement for Animal Control Services between the City of Biggs and the County of Butte for the period beginning July 1, 2025, and ending June 30, 2030, and authorize the Interim City Administrator to execute the agreement.

C. Discussion/Action: FY 25-26 Cooperative Fire Protection Agreement The City of Biggs and CalFire entered into a cooperative agreement for fire protection services starting in the early 1990’s. The contract is a one-year contract voted on annually.
Recommendation: Approve Resolution No. 2025-23, “RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF BIGGS APPROVING THE CALIFORNIA DEPARTMENT OF FORESTRY AND FIRE PROTECTION AGREEMENT (2CA07229) FOR SERVICES FROM JULY 1, 2025. TO JUNE 30, 2026.”
