MINUTES OF THE CITY OF BIGGS
SPECIAL COUNCIL MEETING June 30, 2025
COUNTY OF BUTTE, STATE OF CALIFORNIA
The special council meeting was called to order at 6:00 p.m. by Mayor Sheppard. Staff present:
Interim City Administrator Cliff Wagner, City Clerk Roben Benish, and City Engineer Dave Harden.
1. MEETING CALLED TO ORDER: Mayor Sheppard
2. PLEDGE OF ALLEGIANCE: Vice Mayor Arnold
3. ROLL CALL:
Present: Squires, Wilks, Arnold, and Sheppard
Absent:
4. PUBLIC COMMENT: Resident Jon Crawford stated his concerns about the property located at the corner of First and Aleut Street. The dry debris on the property is an imminent fire danger that needs to be addressed before the Fourth of July. He asked that Council look into outstanding code violations on the property.
Resident Ricki Donnahoe addressed the Council regarding the sidewalk in front of her home that is in need of repair due to gaps.
Resident Mandy Mattos stated her concerns about being required to purchase a fence permit to replace her fence.
Resident Brian Bassett provided information to the Council regarding the funding of the fireworks presentations in the past years
Realtor Cari Wheeler stated she is working with the owner of the property on the corner of First and Aleut Street.
5. CONSENT CALENDAR:
Motion/Second to ratify the employment agreement for Interim City Administrator between the City of Biggs and Rodney Harr. (Wilks/Squires, MCU)
6. ITEM FOR DISCUSSION:
Interim City Administrator Cliff Wagner stated the FY 2025-26 Budget had been prepared following internal review and analysis.
Motion/Second to adopt Resolution No. 2025-24, “A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF BIGGS ADOPTING THE PROPOSED BUDGET FOR THE CITY OF BIGGS ENTITLED ‘2025-2026 BUDGET, CITY OF BIGGS’.” (Squires/Arnold, MC; Noes: Wilks)
