Public comments on agenda items are welcomed and encouraged in advance and will be accepted until 3:00 PM. on the meeting date by emailing the City Clerk at [email protected] or via the drop box at 465 C Street. Comments will be conveyed to the Council for consideration.

Speaking Time Limit: Three-minute time limit for each speaker unless the Council specifies a different time limit based on the time allotted for the item and/or the number of speakers.
Written Materials: Council is unable to read written materials presented at the meeting. If a person intends to appear before the Council and provide written material, that written material should be delivered to the City Clerk at least 10 days in advance of the meeting date.

6. CONSENT CALENDAR
A. Approve the audit engagement agreement with RT Dennis Accountancy for the City of Biggs’ financial audits for fiscal years ending June 30, 2025, through June 30, 2027, and authorize the City Administrator to execute the agreement.
B. Adopt Resolution No. 2025-26, “RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BIGGS ADOPTING THE ‘GANN’ APPROPRIATIOIN LIMIT FOR FISCAL YEAR 2025- 2026.”
Recommendation: Motion/Second to approve the consent calendar.
7. ITEM FOR CONSIDERATION
A. Discussion/Action: Proposal to Convert First Street (Between B Street and Aleut Street) from One-Way to Two-Way Traffic
In 2019, the City Council directed an engineering study which led to the current southbound one-way configuration, primarily for safety and visibility at intersections. Given changes in neighborhood activity and renewed community interest, this item is being reconsidered.
Recommendation: Staff recommend that the City Council provide direction on whether to proceed with an evaluation and community outreach effort to consider converting First Street (between B Street and Aleut Street) from one-way back to two-way traffic.
B. Discussion/Action: Comparison of Bid Proposals for Hydrant Replacement – Bannock & Seventh
Council is asked to review and compare three bid proposals submitted for the replacement of a fire hydrant at Bannock and Seventh, and to seek Council direction for award of contract.
Recommendation: Staff recommends awarding the contract to Blue Collar Plumbing Operations LLC in the amount of $15,895.00, contingent upon verification of licensing, insurance, and references. Their bid reflects a complete scope of services at a competitive cost.
Alternatively, if the Council prioritizes longevity and robustness of infrastructure, Fletcher’s Plumbing using ductile iron may be considered, despite higher cost.
