MINUTES OF THE CITY OF BIGGS
SPECIAL COUNCIL MEETING August 20, 2025
COUNTY OF BUTTE, STATE OF CALIFORNIA
The special council meeting was called to order at 9:00 a.m. by Mayor Sheppard. Staff present:
Interim City Administrator Rodney Harr, City Clerk Roben Benish, and City Attorney Greg Einhorn via zoom.

Consideration of Appointment of Candidate to the Office of City Council that was to be voted on at the November 4, 2025, Election.
Interim City Administrator Rodney Harr stated at the close of the nomination period on August 8, 2025, there were not more candidates than offices to be elected and Section 10229 of the California Elections Code allows the City Council to appoint the person nominated or hold the election as scheduled. The nominated person was Zach Brown.
Motion/Second to adopt Resolution No. 2025-30, “A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF BIGGS, CALIFORNIA PROVIDING FOR THE
APPOINTMENT TO THE OFFICE OF THIS CITY THAT WAS TO BE ELECTED ON TUESDAY NOVEMBER 4, 2025, AND CANCELLING THE ELECTION.” (Wilks/Squires, MCU)
City Clerk Roben Benish administered the oath of office to newly appointed City Council Member, Zach Brown, pursuant to Elections Code §10229.
