Public comments on agenda items are welcomed and encouraged in advance and will be accepted until 3:00 PM. on the meeting date by emailing the City Clerk at [email protected] or via the drop box at 465 C Street. Comments will be conveyed to the Council for consideration.

Speaking Time Limit: Three-minute time limit for each speaker unless the Council specifies a different time limit based on the time allotted for the item and/or the number of speakers.
Written Materials: Council is unable to read written materials presented at the meeting. If a person intends to appear before the Council and provide written material, that written material should be delivered to the City Clerk at least 10 days in advance of the meeting date.

5. CONSENT CALENDAR
Approve Second Reading and Adoption of Ordinance No. 439 by reading of title only, “AN ORDINANCE OF THE CITY OF BIGGS AMENDING CHAPTER 2.20 OF THE BIGGS MUNICIPAL CODE CHIEF OF POLICE APPOINTED.”
Recommendation: Motion/Second to approve the consent calendar.

6. ITEM FOR CONSIDERATION
A. Discussion/Action: Agreement for Building and Code Enforcement Services with Butte County Department of Development Services
Council is asked to consider an agreement between the City of Biggs and the County of Butte, Department of Development Services (DDS), for the provision of building permit processing, plan review, inspection services, and code enforcement services.
Recommendations:
1. Approve the Agreement for Building and Code Enforcement Services between the City of Biggs and Butte County Department of Development Services; and
2. Authorize the Interim City Administrator to execute the agreement on behalf of the City.
B. Discussion/Action: City Engineer Contract Extension for Bennett Engineering Service, Inc.
Bennett Engineering Services (BEN/EN) has been serving the City of Biggs as the contract City Engineer under the current contract since September 2016. The contract was extended in August 2024 for a 1-year term, which ends on September 1, 2025.
Recommendation: City staff respectfully recommends that the City Council authorize the City Administrator to execute Amendment No. 3 to the Professional Services Agreement for City Engineering Services with Bennett Engineering Services, Inc. to extend the contracted services until September 1, 2027.
C. Discussion/Action: Regional Government Services (RGS) – Notification of Intent to Let Contract Expire.
The City of Biggs entered into an agreement with RGS to provide financial consulting and support services on an as-needed basis. RGS recently notified the City that it intends to allow the existing agreement to terminate at the end of its current term.
Recommendation:
1. Formally acknowledge receipt of RGS's correspondence (Attachment A).
2. Direct staff to coordinate with RGS on final close-out tasks within the remaining contract balance.
3. Conclude the contract upon exhaustion of the NTE amount.
4. Provide direction to staff regarding engagement with the remaining entities that responded to the RFP.
7. DEPARTMENT UPDATE REPORTS – Brief updates and report on City services as it pertains to each department, if any.
8. COUNCIL COMMITTEE REPORTS – Brief updates on conferences, seminars, and meetings attended by the Mayor and City Council members, if any.
