MINUTES OF THE CITY OF BIGGS
REGULAR COUNCIL MEETING August 26, 2025
COUNTY OF BUTTE, STATE OF CALIFORNIA
The regular council meeting was called to order at 6:00 p.m. by Mayor Sheppard. Staff present:
Interim City Administrator Rodney Harr, City Planner Bob Summerville, and City Clerk Roben Benish. City Attorney Greg Einhorn and City Engineer Dave Harden were present via Zoom.

5. CONSENT CALENDAR:
Approve Second Reading and Adoption of Ordinance No. 439 by reading of title only, “AN ORDINANCE OF THE CITY OF BIGGS AMENDING CHAPTER 2.20 OF THE BIGGS MUNICIPAL CODE CHIEF OF POLICE APPOINTED.”
Motion/Second to approve the Consent Calendar. (Wilks/Sheppard, MCU; Absent: Arnold)
6. ITEMS FOR CONSIDERATION
A. Agreement for Building and Code Enforcement Services with Butte County Department of Development Services.
Council was asked to consider an agreement between the City of Biggs and the County of Butte, Department of Development Services for the provision of building permit processing, plan review, inspections services, and code enforcement services.
Motion/Second to approve the Agreement for Building and Code Enforcement Services between the City of Biggs and Butte County Department of Development Services and authorize the Interim City Administrator to execute the agreement on behalf of the City. (Squires/Wilks, MCU; Absent: Arnold)
B. City Engineer Contract Extension for Bennett Engineering Service, Inc.
City Engineer Dave Harden stated Bennett Engineering Services (BEN/EN) has been serving the City of Biggs as contract City Engineer under the current contract since September 2016. The contract was extended in August 2024 for a 1-year term, which ends on September 1, 2025.
Motion/Second to authorize the Interim City Administrator to execute Amendment No. 3 to the Professional Services agreement for City Engineering Services with Bennett

Engineering Services, Inc. to extend the contracted services until September 1, 2027. (Wilks/Squires, MCU; Absent: Arnold)
C. Regional Government Services (RGS) – Notification of Intent to let Contract Expire Mr. Harr stated that the City of Biggs entered into an agreement with RGS to provide financial consulting and support services on an as-needed basis. RGS recently notified the City that it intends to allow the existing agreement to terminate at the end of its current term.
Motion/Second to:
1. Formally acknowledge receipt of RGS’s correspondence
2. Direct staff to coordinate with RGS on final close-out tasks within the remaining contract balance.
3. Conclude the contract upon exhaustion of the NTE amount.
4. Provide direction to staff regarding engagement with the remaining entities that responded to the RFP. (Squires/Sheppard, MCU; Absent: Arnold)
7. DEPARMENT UPDATE REPORTS
Verbal police report by member of the Gridley Police Department
8. COUNCIL COMMITTEE REPORTS
Councilmember Wilks attended the SCORE meeting via zoom. Councilmember Wilks is also a member of Project Biggs and wishes to invite Council to the annual Trunk-or-Treat in downtown Biggs on October 31st and the Annual Christmas Tree Lighting on December 7th at the Pocket Park.
9. CITY ADMINISTRATOR REPORTS
Mr. Harr attended the LEC Meeting
