6. ITEM FOR CONSIDERATION
A. Discussion/Action: Biggs Second Street Bicycle and Pedestrian Improvements Project Construction Manager Contract Amendment
The City of Biggs is currently undertaking the Second Street Paving Project. GFT, Inc. was previously contracted to provide construction management and inspection services for the project. Since the project began, several unanticipated factors have extended the duration and scope of services required.

Recommendation: Move to approve Amendment No. 1 to the Construction Management Contract with GFT, Inc. (formerly Gannett Fleming, INC.), increasing the contract value by $47,799.42 for a revised total contract amount of $186,760.61.

B. Discussion/Action: Amendment No. 1 to Agreement with Regional Government Services (RGS)
On February 21, 2025, the City entered into an agreement with RGS to provide financial services to the City on an as-needed basis. In August 2025, following Council review of a proposed amendment and discussion of alternatives, staff contacted RGS to explore revised terms for continuation of services.

Recommendation: Approve and ratify Amendment No. 1 to the Management and Administrative Services Agreement with Regional Government Services (RGS), increasing the not-to-exceed amount and extending the term through November 30, 2025, to support year-end closeout and transition services.

C. Discussion/Action: Agreement for Professional Accounting Services with JJACPA, Inc.

Following RGS’s indication of its intent to allow the current financial services contract to expire, and subsequent Council action approving a short-term amendment through November 30, 2025, staff was directed to pursue a qualified replacement firm to ensure continuity of financial operations.

Recommendation: Approve the Professional Services Agreement with JJACPA, Inc. for accounting and financial consulting services with a not-to-exceed annual amount of $45,000.00 and authorize the Interim City Administrator, Rodney Harr, to execute the agreement on behalf of the City of Biggs.

D. Discussion/Action: City of Biggs Procurement Policy and Procedures Manual The City of Biggs’ municipal purchasing policies and procedures have remained largely unchanged since their original adoption in 1997. In light of evolving procurement standards, regulatory requirements, and industry best practices, a comprehensive review of the City’s procurement framework has been undertaken.
