Public comments on agenda items are welcomed and encouraged in advance and will be accepted until 3:00 PM. on the meeting date by emailing the City Clerk at [email protected] or via the drop box at 465 C Street. Comments will be conveyed to the Council for consideration.

Speaking Time Limit: Three-minute time limit for each speaker unless the Council specifies a different time limit based on the time allotted for the item and/or the number of speakers.
Written Materials: Council is unable to read written materials presented at the meeting. If a person intends to appear before the Council and provide written material, that written material should be delivered to the City Clerk at least 10 days in advance of the meeting date.

B. Acknowledge receipt of the Butte County Animal Report for September 2025.
C. Approve City Council Meeting Minutes for meetings of August 12, 2025, August 20, 2025, August 26, 2025, and September 9, 2025.

D. Approve Second Reading and Adoption of Ordinance No. 440 by reading of title only, “AN
ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BIGGS AMENDING CHAPTER 3.25 OF THE BIGGS MUNICIPAL CODE TO ESTABLISH UPDATED
PURCHASING PROCEDURES AND IMPLEMENT THE UNIFORM PUBLIC
CONSTRUCTION COST ACCOUNTING ACT.”
Recommendation: Motion/Second to approve the consent calendar.
6. ITEMS FOR CONSIDERATION
A. Discussion/Action: Adoption of Ordinance No. 441 – Amending Biggs Municipal Code Chapter 7.25 – Discharge of Weapons and Fireworks
Chapter 7.25 of the Biggs Municipal Code was adopted in 1977 to regulate the discharge of firearms, projectile devices, and fireworks within the City of Biggs.
Recommendation: Motion/Second to approve first reading of Ordinance No. 441 by reading of title only, “AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BIGGS AMENDING CHAPTER 7.25 OF THE BIGGS MUNICIPAL CODE RELATING TO THE
DISCHARGE OF WEAPONS AND FIREWORKS, REPEALING REDUNDANT
SECTIONS, AND ESTABLISHING A PERMITTING FRAMEWORK, LIABILITY
PROVISIONS, AND ENFORCEMENT PENALTIES FOR THE SALE AND USE OF FIREWORKS.”
B. Discussion/Action: Task Order #39 for the Biggs 2nd Street Bicycle/Pedestrian Improvements Project – Additional Engineering Project Closeout Support Bennett Engineering is requesting additional budget to assist with project closeout documentation, grant disbursement request, record drawings, grant closeout documents, and budget to cover time and materials cost expended through the course of construction in assistance with construction management efforts, change orders, field directives, pay requests, and grant management (with multiple grants).
Recommendation: Motion/Second to authorize the Interim City Administrator to execute Task Order #39 (16-604-303) with Bennett Engineering Services, Inc. (BENEN) for addition engineering project closeout support on the 2nd Street Bicycle and Pedestrian Improvement Project in the amount of $22,100.
