MINUTES OF THE CITY OF BIGGS
REGULAR COUNCIL MEETING November 12, 2025
COUNTY OF BUTTE, STATE OF CALIFORNIA
The regular council meeting was called to order at 6:00 p.m. by Mayor Sheppard. Staff present:
Interim City Administrator Rodney Harr, City Attorney Greg Einhorn, City Planner Bob Summerville, City Engineer Dave Harden, and City Clerk Roben Benish.

5. CONSENT CALENDAR
A. Approve Second Reading and Adoption of Ordinance No. 438 by reading of title only, “AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BIGGS REZONE 2024-01, IN COMPLIANCE WITH ASSEMBLY BILL (AB) 430, 2019 – GALLAGHER ASSESSOR PARCEL NUMBERS 001-103-007 AND 022-160-091.”
B. Approve Second Reading and Adoption of Ordinance No. 441 by reading of title only, “AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BIGGS AMENDING CHAPTER 7.25 OF THE BIGGS MUNICIPAL CODE RELATING TO THE
DISCHARGE OF WEAPONS AND FIREWORKS, REPEALING REDUNDANT
SECTIONS, AND ESTABLISHING A PERMITTING FRAMEWORK, LIABILITY
PROVISIONS, AND ENFORCEMENT PENALTIES FOR THE SALE AND USE OF FIREWORKS.”
C. Acknowledge receipt of Animal Control Report for October 2025.

6. ITEMS FOR CONSIDERATION
A. Second Street Bicycle and Pedestrian Improvements Project No. 24-01 – Acceptance.
City Engineer Dave Harden stated this item was an administrative action to close out the construction project.
Motion/Second to approve Resolution No. 2025-34, “RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF BIGGS AUTHORIZING THE CITY ADMINISTRATOR
TO ACCEPT THE CONSTRUCTION CONTRACT ON BEHALF OF THE CITY FOR THE 2ND STREET BICYCLE AND PEDESTRIAN IMPROVEMENT PROJECT, CITY PROJECT NUMBER 24-01.” (Arnold/Squires, MCU)

B. City Council Discussion and Appointment of Councilmembers to Commissions and Committee Assignments.
Mayor Sheppard suggested the following changes to the city council’s assignments:
Motion/Second to approve:
Police and Fire: Appoint Zach Brown as alternate
Flood Control: Appoint Zach Brown as alternate
NCPA: Appoint Zach Brown as alternate
BCAG: Appoint Zach Brown as Primary and change Doug Arnold to alternate Butte County Air Quality: Appoint Zach Brown as Primary and change Doug Arnold to alternate (Sheppard/Arnold, MCU)

8. COUNCIL COMMITTEE REPORTS
Councilmember Wilks reported on the SCORE Board Meeting she attended.
Mayor Sheppard attended NCPA, Flood Control and Mosquito Abatement Meetings.
Councilmember Brown attended the Butte Subbasin Advisory Board Meeting.
6. B. Mayor Sheppard wished to add an appointment to item 6.B Motion/Second to appoint Councilmember Zach Brown as an alternate to the Butte Subbasin Advisory Board (Wilks/Sheppard, MCU)
9. CITY ADMINISTRATOR REPORTS
Mr. Harr reported the City of Biggs hosted the Butte Subbasin Advisory Board meeting last week.
10. CLOSED SESSION: Council adjourned to closed session at 6:36 p.m.
11. RESUME REGULAR SESSION: Council resumed the Regular Session at 7:10 p.m. with no reportable action.
12. ADJOURNMENT: Council adjourned the Regular Meeting at 7:10 p.m.
