Public comments on agenda items are welcomed and encouraged in advance and will be accepted until 3:00 PM. on the meeting date by emailing the City Clerk at [email protected] or via the drop box at 465 C Street. Comments will be conveyed to the Council for consideration.

Speaking Time Limit: Three-minute time limit for each speaker unless the Council specifies a different time limit based on the time allotted for the item and/or the number of speakers.
Written Materials: Council is unable to read written materials presented at the meeting. If a person intends to appear before the Council and provide written material, that written material should be delivered to the City Clerk at least 10 days in advance of the meeting date.

5. CONSENT CALENDAR
A. Approve Warrants 39702 – 39758, 9303600 – 9303626 for the Month of November 2025 in the amount of $431,988.02.
B. Approve minutes for the Regular City Council Meetings of October 14, 2025, October 28, 2025, and November 12, 2025.
C. Acknowledge receipt of Animal Control Report for November 2025.
6. ITEM FOR CONSIDERATION
A. Discussion/Action: 2024 Power Disclosure Report
All retail electricity suppliers must annually disclose the composition of the power supply to customers via Power Content Label and report the same information with supporting documentation to the CEC in a Power Source Disclosure Report.
This report was formally approved by the CEC on September 11, 2025, but recent regulatory changes require governing bodies of publicly owned utilities to approve the attestation of veracity at a public meeting.
Recommendation: Motion/Second to approve Resolution No. 2025-35, “RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF BIGGS APPROVING THE
ATTESTATION OF VERACITY FOR THE 2024 POWER SOURCE DISCLOSURE
REPORT AND SUBMISSION OF THE REPORT TO THE CALIFORNIA ENERGY COMMISSION.”
B. Discussion/Informational: Comprehensive Audit of Industrial Park Expenditures The purpose of this informational report is to provide the City Council with an overview of the steps, requirements, and available options to initiate a comprehensive independent audit of Industrial Park expenditures, as recommended by the Butte County Grand Jury and previously agreed to by the City Council.
Recommendation: Staff requests that the City Council provide direction on the preferred method for initiating the Grand Jury, recommended comprehensive audit, considering the suggested options.
