Public comments on agenda items are welcomed and encouraged in advance and will be accepted until 3:00 PM. on the meeting date by emailing the City Clerk at [email protected] or via the drop box at 465 C Street. Comments will be conveyed to the Council for consideration.

Speaking Time Limit: Three-minute time limit for each speaker unless the Council specifies a different time limit based on the time allotted for the item and/or the number of speakers.
Written Materials: Council is unable to read written materials presented at the meeting. If a person intends to appear before the Council and provide written material, that written material should be delivered to the City Clerk at least 10 days in advance of the meeting date.

6. CONSENT CALENDAR
A. Approve Warrants 39759 – 39829, 9120520251, 120520252, 9303627 – 9303653 for the Month of December 2025 in the amount of $639,875.68
B. Acknowledge receipt of Animal Control Report for December 2025.
7. ITEM FOR CONSIDERATION
Discussion/Action: Memorandum of Understanding with Butte County Council is asked to consider entering into a Memorandum of Understanding (MOU) with Butte County for participation in the Veoci Emergency Operations Center (EOC) software platform.
Recommendation: Approve the MOU with Butte County for Veoci EOC platform participation; and authorize the Interim City Administrator to execute the MOU on behalf of the City, subject to review by the City Attorney; and designate a Veoci Administrator for the City of Biggs to hold the mid-tier license.
