MINUTES OF THE CITY OF BIGGS
REGULAR COUNCIL MEETING January 13, 2026
COUNTY OF BUTTE, STATE OF CALIFORNIA
The regular council meeting was called to order at 6:00 p.m. by Mayor Sheppard. Staff present:
Interim City Administrator Rodney Harr, City Attorney Greg Einhorn via Zoom, City Planner Bob Summerville, and City Clerk Roben Benish.

5. PRESENTATION: Interim City Administrator Rodney Harr presented a Proclamation to retiring Fire Department Chief Chip Fowler.
Chief Fowler introduced his replacement, Chief Jason Dyer.
6. CONSENT CALENDAR
A. Approve Warrants 39759 – 39829, 9120520251, 120520252, 9303627 – 9303653 for the Month of December 2025 in the amount of $639,875.68.
B. Acknowledge receipt of Animal Control Report for December 2025.
Motion/Second to approve the consent calendar. (Wilks/Squires, MCU)
7. ITEM FOR CONSIDERATION
Memorandum of Understanding (MOU) with Butte County
Mr. Harr asked Council to consider entering into a MOU with Butte County for participation in the Veoci Emergency Operations Center (EOC) software platform.
Motion/Second approve the MOU with Butte County for Veoci EOC platform participation.
7. DEPARMENT UPDATE REPORTS
A City of Gridley Police Department Officer reviewed the activity report for December of 2025.
Chief Jason Dyer reviewed the December 2025 Fire Department report.
City Planner Bob Summerville reviewed the December and the annual 2025 planning activity report.

8. COUNCIL COMMITTEE REPORTS
Councilmember Wilks reported she attended the Biggs Christmas Tree Lighting event.
Councilmember Brown attended the December Air Quality and BCAG meetings.
Mayor Sheppard attended Flood Control, Mosquito Abatement and NCPA meetings in December.
9. CITY ADMINISTRATOR REPORTS
Mr. Harr reported he attended NCPA and SCORE meetings.
10. CLOSED SESSION: Council adjourned to closed session at 6:40 p.m.
11. RESUME REGULAR SESSION: Council resumed the Regular Session at 8:05 p.m. with no reportable action.
12. ADJOURNMENT: Council adjourned the Regular Meeting at 8:05 p.m.
