Public comments on agenda items are welcomed and encouraged in advance and will be accepted until 3:00 PM. on the meeting date by emailing the City Clerk at [email protected] or via the drop box at 465 C Street. Comments will be conveyed to the Council for consideration.

Speaking Time Limit: Three-minute time limit for each speaker unless the Council specifies a different time limit based on the time allotted for the item and/or the number of speakers.
Written Materials: Council is unable to read written materials presented at the meeting. If a person intends to appear before the Council and provide written material, that written material should be delivered to the City Clerk at least 10 days in advance of the meeting date.

6. ITEM FOR CONSIDERATION
A. Discussion/Action: Approval of Employment Agreement
Following a comprehensive recruitment and interview process, the City Council selected Nicolas Gauthier as the successful candidate for the position of City Administrator.
Recommendation: Adopt Resolution No. 2026-01, “A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF BIGGS APPROVING THE EMPLOYMENT
AGREEMENT WITH NICOLAS GAUTHIER FOR THE POSITION OF CITY
ADMINISTRATOR AND AUTHORIZING THE MAYOR TO EXECUTE THE
AGREEMENT.”
B. Discussion/Action: Implementation of Senate Bill 707 (2025) – Brown Act Modernization and Teleconferencing Requirements
Senate Bill 707 (Durazo, 2025) modernizes the Ralph M. Brown Act by updating public meeting, teleconferencing, accessibility, and public participation requirements for all local agencies. The updated Brown Act Code becomes effective January 1, 2026.
Recommendation: Adopt Resolution No. 2026-02, “A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF BIGGS ADOPTING THE UPDATED BROWN ACT CODE PURSUANT TO SENATE BILL 707 (2025)”.
C. Informational: Submission of Formal Compliance Filing (Industrial Park Audit Report) in Response to the 2024-2025 Butte County Grand Jury Final Report.
7. DEPARTMENT UPDATE REPORTS – Brief updates and reports on City services as it pertains to each department, if any.
