MINUTES OF THE CITY OF BIGGS
REGULAR COUNCIL MEETING February 24, 2026
COUNTY OF BUTTE, STATE OF CALIFORNIA
The regular council meeting was called to order at 6:00 p.m. by Vice Mayor Arnold. Staff present:
City Administrator Nicolas Gauthier, City Attorney Greg Einhorn, City Engineer Dave Harden, Public Works Superintendent Paul Pratt, and City Clerk Roben Benish.
1. MEETING CALLED TO ORDER: Vice Mayor Arnold called the meeting to order.

Absent: Sheppard and Wilks
4. PUBLIC COMMENT: Brenda Narayan with PG&E informed Council of a project PG&E would be working on next week in the City of Biggs.
5. CONSENT CALENDAR
Approve minutes for the Regular City Council Meetings of January 27, 2026, and February 10, 2026.
Motion/Second to approve the consent calendar. (Squires/Brown, MCU)
6. ITEMS FOR CONSIDERATION
A. City Administrator Nicolas Gauthier informed Council that the City of Gridley’s Municipal Services Review and Sphere of Influence would be considered at the Butte Lafco Meeting on March 5, 2026.
Council agreed to have Councilmember Brown attend the meeting.
B. City Engineer Dave Harden informed Council that approximately $110,000 in REAP 2.0 funds remain after the completion of the 2nd Street Bicycle and Pedestrian Project.
Motion/Second to direct the City Administrator to submit an amendment for the REAP 2.0 grant funds to be used for sidewalk gap closures on Fifth Street. (Squires/Brown, MCU)
7. DEPARMENT UPDATE REPORTS
Fire Chief Dyer reported that the fire department rescued a goat that was stuck inside a 50-foot culvert on B Street in Biggs. The Fire department would be conducting annual Title 9 inspections, and they would also be resuming weed abatement.

9. CITY ADMINISTRATOR REPORTS
Mr. Gauthier reported he had been meeting with City staff members and attending numerous meetings.
10. CLOSED SESSION: Council adjourned the Regular Meeting at 6:35 p.m. and proceeded into Closed Session at 6:45 p.m.
11. RESUME REGULAR SESSION: Council resumed the Regular Session at 7:02 p.m. with no reportable action taken.
12. ADJOURNMENT: Council adjourned the Regular Meeting at 7:02 p.m.
