MINUTES OF THE CITY OF BIGGS
REGULAR COUNCIL MEETING March 10, 2026
COUNTY OF BUTTE, STATE OF CALIFORNIA
The regular council meeting was called to order at 6:00 p.m. by Mayor Sheppard. Staff present:
City Administrator Nicolas Gauthier, City Attorney Greg Einhorn, and City Clerk Roben Benish.

Councilmember Squires arrived at 6:14 p.m.
4. PUBLIC COMMENT: None
5. CONSENT CALENDAR
A. Approve minutes for the Regular City council Meeting of February 24, 2026.
B. Acknowledge receipt of the Animal Control Reports for February 2026.
Motion/Second to approve the consent calendar. (Wilks/Sheppard, MCU; Absent: Squires)
6. ITEMS FOR CONSIDERATION
A. City Administrator Nic Gauthier asked Council to consider a Substitution of Trustee and Deed of Reconveyance for a note secured by deed of trust that has been paid in full.
Motion/Second to approve Resolution No. 2026-06, “RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF BIGGS AUTHORIZING THE CITY ADMINISTRATOR TO EXECUTE A SUBSTITUTION OF TRUSTEE AND DEED OF RECONVEYANCE.” (Brown/Arnold, MCU; Absent: Squires)
B. Mr. Gauthier asked Council to consider approval of a contract with General Code for review of our municipal code.
Motion/Second to approve the bid contract and payment plan from General Code for services specified in the review, analysis, drafting, and codification of the Municipal Code for the City of Biggs and authorize the City Administrator to start the contract on behalf of the City of Biggs. (Wilks/Brown, MCU; Absent: Squires)
7. DEPARMENT UPDATE REPORTS
Lieutenant Garringer of Gridley Police Department reviewed the February 2026 activity report with Council.
Councilmember Squires arrived at 6:14 p.m.

Fire Chief Dyer reported that three Title 9 Inspections had been completed. Engine 73 had a pump inspection, and employees attended vehicle extraction training.
8. COUNCIL COMMITTEE REPORTS
Councilmember Brown attended BCAG and Air Quality Meetings. Councilmember Wilks reported on a PARMA Conference she attended.
9. CITY ADMINISTRATOR REPORTS
Mr. Gauthier reported he would be attending the Joint Pole meeting tomorrow and NCPA Conference on Thursday and Friday. The accountant and auditor will be here at the end of the month to work on the audit. He also met with a representative from PG&E and members of BCAG.
10. CLOSED SESSION: Council adjourned the Regular Meeting at 6:33 p.m. and proceeded into Closed Session at 6:43 p.m.
11. RESUME REGULAR SESSION: Council resumed the Regular Session at 7:38 p.m. with no reportable action taken and direction given to staff.
12. ADJOURNMENT: Council adjourned the Regular Meeting at 7:38 p.m.
