Public comments on agenda items are welcomed and encouraged in advance and will be accepted until 3:00 PM. on the meeting date by emailing the City Clerk at [email protected] or via the drop box at 465 C Street. Comments will be conveyed to the Council for consideration.

Speaking Time Limit: Three-minute time limit for each speaker unless the Council specifies a different time limit based on the time allotted for the item and/or the number of speakers.
Written Materials: Council is unable to read written materials presented at the meeting. If a person intends to appear before the Council and provide written material, that written material should be delivered to the City Clerk at least 10 days in advance of the meeting date.
Cell Phones and side conversation: Please silence all cell phones, side conversations and other disturbances during the meeting.

6. ITEMS FOR CONSIDERATION
A. Discussion/Action: Side Letter Agreement Between the City of Biggs and UPEC Council has been asked to consider the final letter confirming the agreement between the City Council and the represented employees under United Public Employees of California (UPEC).
Recommendation: Motion/Second to approve Side Letter Agreement Between the City of Biggs and the United Public Employees of California, Local 792 regarding extension of 2022-2025 Memorandum of Understanding, Payment of Lump Sum and Agreement to Bargain Successor Agreement.
B. Discussion/Action: Unrepresented Employee Agreement
Council is asked to consider finalizing the agreement with the unrepresented employees with the City Council for this fiscal year.
Recommendation: Motion/Second to approve the agreement between the City of Biggs and the unrepresented employees, Payment of Lump Sum.
C. Discussion/Action: Implementation of SB-1383 Approval Council has been asked to consider updating the SB-1383 Compliance and Administrative Implementation Plan.
Recommendation: Motion/Second to empower the City Administrator to develop enforcement policy and inspection protocols and authorize the City Administrator to use Cal Recycle grant funds for our consultation to help develop documentary evidence on behalf of the City of Biggs.
7. DEPARTMENT UPDATE REPORTS – Brief updates and reports on City services as they pertain to each department, if any.
8. COUNCIL COMMITTEE REPORTS
A. Brief updates on conferences, seminars, and meetings attended by the Mayor and City Council members, if any.
B. Sustainable Groundwater Management Act (SGMA): The next Advisory Board Meeting will be held on May 14th at the City of Biggs Council Chamber from 1-3pm. The Butte Subbasin Groundwater Sustainability Plan Implementation is attached.
