MINUTES OF THE CITY OF BIGGS
REGULAR COUNCIL MEETING March 24, 2026
COUNTY OF BUTTE, STATE OF CALIFORNIA
The regular council meeting was called to order at 6:00 p.m. by Mayor Sheppard. Staff present:
City Administrator Nicolas Gauthier, and City Clerk Roben Benish.

5. CONSENT CALENDAR
Approve minutes for the Regular City council Meeting of March 10, 2026.
Motion/Second to approve the consent calendar. (Wilks/Brown, MCU; Absent: Squires)
6. ITEMS FOR CONSIDERATION
A. City Administrator Nic Gauthier asked Council to consider a Side Letter Agreement between the City of Biggs and United Public Employees of California (UPEC).
Motion/Second to approve Side Letter Agreement between the City of Biggs and the United Public Employees of California, Local 792 regarding extension of 2022-2025 Memorandum of Understanding, payment of lump sum and agreement to bargain successor agreement. (Arnold/Sheppard, MC; Abstain: Wilks; Absent: Squires) Councilmember Wilks asked that the minutes reflect her reason for abstaining: “City Council has not reviewed the current budget since adoption in May 2025 due to unforeseen circumstances. I don’t know if we have a balanced budget. I’m informed that we have a positive cash balance. However, we have financial obligations not met or otherwise have not been identified yet because we simply have not reviewed the City budget in 10 months.” B. Mr. Gauthier asked Council to finalize an agreement with the unpresented employees and the City Council for this fiscal year.
Motion/Second to approve the agreement between the City of Biggs and the unrepresented employees, payment of lump sum. (Brown/ Sheppard, MC; Abstain: Wilks; Absent:
Squires) Councilmember Wilks abstained for the reasons stated in the prior motion.
C. Mr. Gauthier asked Council to consider updating the SB-1383 Compliance and Administrative Implementation Plan.
Motion/Second to empower the City Administrator to develop enforcement policy and inspection protocols and authorize the City Administrator to use Cal Recycle grant funds
