MINUTES OF THE CITY OF BIGGS
REGULAR COUNCIL MEETING April 14, 2026
COUNTY OF BUTTE, STATE OF CALIFORNIA
The regular council meeting was called to order at 6:00 p.m. by Mayor Sheppard. Staff present:
City Administrator Nicolas Gauthier, City Attorney Greg Einhorn, City Planner Bob Summerville, and City Clerk Roben Benish.

5. CONSENT CALENDAR
A. Approve Warrants 39946 – 40016, 21920262, 9303707 – 9303734 in the amount of $658,307.86.
B. Approve minutes for the Regular City Council Meeting of March 24, 2026 C. Acknowledge receipt of the Animal Control Report for March 2026.
Motion/Second to approve the consent calendar. (Wilks/Squires, MCU)
6. ITEMS FOR CONSIDERATION
A. City Administrator Nic Gauthier asked Council to consider adopting a resolution to continue the authorization of the City Administrator to apply for the CalRecycle Grant Applications.
Motion/Second to adopt Resolution No. 2026-07, “RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF BIGGS, STATE OF CALIFORNIA, AUTHORIZING
SUBMITTAL OF APPLICATION(S) FOR ALL CALRECYCLE GRANT AND PAYMENT PROGRAMS FOR WHICH THE CITY OF BIGGS IS ELIGIBLE.” (Wilks/Arnold, MCU)
B. Mr. Gauthier asked Council to review the Draft Annual Financial Report for Fiscal Year 2024-2025.
Contract City Accountant Joseph Arch was available via zoom to answer questions.
C. City Accountant Mr. Arch was available to answer questions regarding the Mid-Year Financial Report. It was reported that 120 funds had been consolidated to 11 or 12.
Motion/Second to accept the mid-year review report. (Squires/Arnold, MCU)

7. DEPARMENT UPDATE REPORTS
A. Fire Chief Jason Dyer provided a verbal report to the Council.
B. Lt. Garringer reviewed the police activity report.
C. City Planner Bob Summerville reviewed the planning activity report.
8. COUNCIL COMMITTEE REPORTS
A. Councilmember Brown reported he attended BCAG, Air Quality and Sutter-Butte Flood Control Meetings.
B. Councilmember Wilks was elected as secretary of SCORE.
C. Sustainable Groundwater Management Act Meeting would be held in the Biggs Council Chambers on May 14th at 1 p.m.
9. CITY ADMINISTRATOR REPORTS
Mr. Gauthier reported on meetings he had attended since the last council meeting.
Council agreed to meet on May 19th, May 26th, and June 2nd for Budget Study Sessions.
