Speaking Time Limit: Three-minute time limit for each speaker unless the Council specifies a different time limit based on the time allotted for the item and/or the number of speakers.
Written Materials: Council is unable to read written materials presented at the meeting. If a person intends to appear before the Council and provide written material, that written material should be delivered to the City Clerk at least 10 days in advance of the meeting date.

A. Discussion/Action: Designation of Voting Delegates and Alternates The League of California Cities Annual Conference and Expo will be held at the Anaheim Convention Center on September 23-25, 2026. Taking place on Friday, September 25, 2026, the General Assembly is comprised of voting delegates appointed by each member city. Consistent with Cal Cities bylaws, a city’s voting delegate and up to two alternates must be designated by the city council.
Recommendation: Designate a voting delegate and up to two alternate voting delegates for the League of California Cities General Assembly.
B. Discussion/Action: Water and Sewer Enterprise Funds Budget Study The proposed Fiscal Year 2026-27 Water and Sewer enterprise budgets are intended to provide a financially sustainable plan for the continued operation, maintenance, and regulatory compliance of the City’s utility systems.
Recommendation: Direct Staff
