MINUTES OF THE CITY OF BIGGS
REGULAR COUNCIL MEETING May 26, 2026
COUNTY OF BUTTE, STATE OF CALIFORNIA
The regular council meeting was called to order at 6:00 p.m. by Mayor Sheppard. Staff present:
City Administrator Nicolas Gauthier, City Attorney Greg Einhorn, and City Clerk Roben Benish.

4. PUBLIC COMMENT: None
5. ITEMS FOR CONSIDERATION:
A. Designation of Voting Delegate and Alternates for League of California Cities Conference City Administrator Nicolas Gauthier stated Council was required to designate one voting delegate and up to two alternate voting delegates for the League of California Cities General Assembly. The Conference will be help at the Anaheim Convention Center on September 23-25, 2026.
Motion/Second to designate Councilmember Wilks as the voting delegate and Councilmember Brown and Vice Mayor Arnold as the alternates for the League of California Cities General Assembly. (Sheppard/Squires, MCU; Absent: Arnold) B. Water and Sewer Enterprise Funds Budget Study
Mr. Gauthier reviewed the proposed budgeted water and sewer enterprise funds.
Councilmember Wilks stated it had been over 20 years since Council had received an increase in salary. She requested Council consider a 5% or 10% increase.
Council will discuss the increase at a later date but directed Staff to include a 10% increase in the City Council Salary FY 26-27 Budget in the event the increase is approved.
6. DEPARMENT UPDATE REPORTS
Police Lt. Garringer reported he had helped with the Biggs Elementary School bike rodeo where information pamphlets were handed out regarding bike and scooter safety.
Fire Chief Jason Dyer stated the Fire Department would be conducting weed abatement inspections.

7. COUNCIL COMMITTEE REPORTS
A. Councilmember Wilks attended the League of CA Cities Meeting, the Elementary School Bike Rodeo, and the Sustainable Groundwater Management Act Meeting.
B. Sustainable Groundwater Management Act Meeting was held in the Biggs Council Chambers on May 14th at 1 p.m.
8. CITY ADMINISTRATOR REPORTS
Mr. Gauthier reported on meetings he had attended since the last council meeting and items he is currently working on.
9. CLOSED SESSION: Conference with Labor Negotiators
The Council adjourned to Closed Session at 6:52 p.m.
10. RESUME REGULAR SESSION: Council resumed the Regular Session at 8:27 with no reportable action taken.
11. ADJOURNMENT: Council adjourned the Regular Meeting at 8:27 p.m.
