SPECIAL COUNCIL MEETING BUDGET STUDY SESSION June 2, 2026
COUNTY OF BUTTE, STATE OF CALIFORNIA
The special meeting budget study session was called to order at 6 p.m. by Mayor Sheppard.
Staff present: City Administrator Nicolas Gauthier, City Attorney Greg Einhorn (via Zoom), and City Clerk Roben Benish.

4. BUDGET STUDY SESSION
A. GANN Limit Resolution for 2026-27
City Administrator Nicolas Gauthier stated cities are required to adopt an annual appropriations limit, commonly known as the “Gann Limit” which caps the amount of tax proceeds that may be spent each year based on the City’s 1978-79 spending level, adjusted each year for changes in population and inflation.
Motion/Second to approve Resolution No. 2026-15, “RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BIGGS ADOPTING THE ‘GANN’ APPROPRIATION LIMIT FOR FISCAL YEAR 2026-2027.” (Arnold/Brown, MCU; Absent: Squires) B. Adoption of Fund Balance, Reserve, and Emergency Policy Mr. Gauthier asked Council to consider the Best Practice Fund Balance, Reserve, and Emergency Policy to implement with the coming 2026-27 budget.
Motion/Second to approve Resolution No. 2026-16, “A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF BIGGS ADOPTING THE FUND BALANCE,
RESERVE, AND EMERGENCY POLICY AND AUTHORIZING
IMPLEMENTATION.” (Brown/Sheppard, MCU; Absent: Squires) C. City Mission, Vision and Values
Mr. Gauthier asked council to consider the proposed Mission, Vision, and Values Statement.

COUNCIL OF THE CITY OF BIGGS ADOPTING THE CITY OF BIGGS MISSION STATEMENT, VISION STATEMENT, AND CORE VALUES.” (Wilks/Arnold, MCU;

D. Electric Enterprise Fund, Special Funds, and Other Funds Budget Study Mr. Gauthier reviewed the proposed budget for the Electric Enterprise Fund, Special Fund, and Other Funds.
5. CLOSED SESSION: Conference with Labor Negotiators
The Council adjourned to Closed Session at 7:23 p.m.
6. RESUME REGULAR SESSION: Council resumed the Regular Session at 7:58 with no reportable action taken.
7. ADJOURNMENT: Council adjourned the Special Meeting at 7:58 p.m.
