Public comments on agenda items are welcomed and encouraged in advance and will be accepted until 3:00 PM. on the meeting date by emailing the City Clerk at [email protected] or via the drop box at 465 C Street. Comments will be conveyed to the Council for consideration.

Speaking Time Limit: Three-minute time limit for each speaker unless the Council specifies a different time limit based on the time allotted for the item and/or the number of speakers.
Written Materials: Council is unable to read written materials presented at the meeting. If a person intends to appear before the Council and provide written material, that written material should be delivered to the City Clerk at least 10 days in advance of the meeting date.

Recommendation: Motion/Second to approve consent calendar.
6. ITEMS FOR CONSIDERATION
A. Discussion/Action: Senior Rate – Electric Rate
Staff will provide background and context surrounding the City Senior Rate.
Recommendation: Direct Staff.
B. Discussion/Action: Approval to Support Butte County Public Health Department Request for Tobacco Retail Enforcement.
Council is asked to review the Support Letter from the City of Biggs and the City Council.
Recommendation: Direct City Administrator to send Support Letter.
C. Discussion/Action: Approval of Resolution for Trap-Neuter-Return Biggs Cooperation Council is asked to consider authorizing City cooperation for grant and funding applications for the Cat Trap-Neuter-Return Efforts and authorization to submit support letters with the resolution for grant applications.
Recommendation: Motion/Second to adopt Resolution No. 2026-18, “A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF BIGGS RECOGNIZING AND
SUPPORTING COMMUNITY CAT TRAP-NEUTER-RETURN EFFORTS AND
AUTHORIZING CITY COOPERATION FOR GRANT AND FUNDING
APPLICATIONS.”
7. DEPARTMENT UPDATE REPORTS
A. Discussion/Action: City Planner – Extension of Tentative Parcel Map 2023-01 (Chavez) The applicant requests approval for a one-year extension of Tentative Parcel Map 2023-01 (Chavez) that was unanimously approved by the City Council at its April 9, 2024, regular meeting.
Recommendation: Motion/Second to adopt Resolution No. 2026-17, “A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF BIGGS APPROVING AN EXTENSION OF TENTATIVE PARCEL MAP 2023-01 (CHAVEZ).”
