MINUTES OF THE CITY OF BIGGS
REGULAR COUNCIL MEETING August 11, 2026
COUNTY OF BUTTE, STATE OF CALIFORNIA
The regular council meeting was called to order at 6:00 p.m. by Mayor Sheppard. Staff present:
City Administrator Nicolas Gauthier, City Attorney Greg Einhorn via zoom, City Engineer Dave Harden, and City Clerk Roben Benish via zoom.

5. CONSENT CALENDAR
A. Approve minutes for Regular Meeting of July 28, 2026, and Special Meeting of July 31, 2026.
B. Approve warrant numbers 40192 – 40255, 72220261, 707202601, 707202602, 390389 – 390400, 3903834 – 3903845 for the month of July 2026 in the amount of $671,154.82 C. Acknowledge receipt of the Animal Control Report for July 2026.
D. Acknowledge receipt of the Police Report for July 2026.

6. ITEMS FOR CONSIDERATION
Advanced Metering Infrastructure (AMI) Meter Replacement Program City Administrator Nicolas Gauthier informed the Council that more information was needed to present an analysis. He is hoping to have this information by the August 25th Meeting.
Motion/Second to continue post-bid review, clarifications, and cure negotiations with responsive proposers, and return to the City Council at its meeting of August 25, 2026, with a recommended award action for council consideration. (Wilks/Squires; MCU)
7. DEPARMENT UPDATE REPORTS
A. City Engineer
1. Updated Sewer System Management Plan dated June 2026 City Engineer Dave Harden stated all public collection system agencies in California that own or operate collection systems comprised of more than one mile of pipe or sewer lines, which convey untreated wastewater to a publicly owned treatment facility, are

responsible for preparing a Sewer System Management Plan. Mayor Sheppard pointed out that on page 39, Butte County Sheriff should be changed Gridley Police Department.
Motion/Second to approve Resolution No. 2026-27, “RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF BIGGS APPROVING THE UPDATED SEWER SYSTEM MANAGEMENT PLAN.” (Wilks/Sheppard, MCU)
2. Award of Contract for the 5th Street Sidewalk Gap Closure Project Mr. Harden stated the City had received seven bids and recommended Council adopt a resolution awarding the contract for the 5th Street Sidewalk Gap Closure Project, City Project No. 2026-002 and authorize the City Administrator to execute the construction contract and all related documents on behalf of the City subject to FBD Vanguard Construction, Inc.’s furnishing of the required bonds, insurance, and other Contract Documents.
Motion/Second to adopt Resolution No. 2026-28, “RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BIGGS AWARDING THE CONTRACT FOR THE 5TH STREET SIDEWALK GAP CLOSURE PROJECT (CITY PROJECT NO. 2026- 002/CONTRACT NO. 002-26) TO FBD VANGUARD CONSTRUCTION, INC., INCLUDING BID ADDITIVE ALTERNATE NO. A-1, AND AUTHORIZING THE CITY ADMINISTRATOR TO EXECUTE THE CONTRACT.” (Wilks/Sheppard, MCU)
B. Lt. Garringer reviewed the July 2026 Police Report with Council.
8. COUNCIL COMMITTEE REPORTS
Councilmember Wilks reported she had attended meetings for SCORE, and the Biggs School District.
Mayor Sheppard had attended Mosquito Abatement, Flood Control and NCPA meetings.
9. CITY ADMINISTRATOR REPORTS
Mr. Gauthier reported on meetings he had attended since the last council meeting and items he is currently working on.
10. CLOSED SESSION: Council adjourned to closed session at 7:29 p.m. for CONFERENCE WITH LEGAL COUNSEL – INITIATE LITIGATION
11.RESUME REGULAR SESSION: Council resumed the Regular Meeting at 6:50 with no reportable action.
12. ADJOURNMENT: Council adjourned the Regular Meeting at 6:50 p.m.
