MINUTES OF THE CITY OF BIGGS
SPECIAL COUNCIL MEETING August 17, 2026
COUNTY OF BUTTE, STATE OF CALIFORNIA
The special meeting was called to order at 6 p.m. by Mayor Sheppard. Staff present: City Administrator Nicolas Gauthier, City Attorney Greg Einhorn (via Zoom), and City Clerk Roben Benish.

4. SPECIAL SESSION: Fill Vacant City Council Position
At the July 31, 2026, Special Meeting, Council determined that the position of Council Member Doug Arnold became vacant due to his resignation on July 29, 2026. Council directed staff to collect applications from interested parties to enable Council to consider appointment to fill the vacancy.
Two residents submitted applications for council appointment, Amanda Mattos and Martin Glasenap.
Council interviewed Amanda Mattos, Martin Glasenap was not present at the meeting.
Motion/Second to appoint Amanda Mattos to the City Council and to adopt Resolution No. 2026-29, “RESOLUTION OF THE CITY OF BIGGS APPOINTING RESIDENT TO VACANT COUNCIL POSITION.”
5. ADJOURNMENT: Council adjourned the Special Meeting at 6:09 p.m.
