MINUTES OF THE CITY OF BIGGS
SPECIAL COUNCIL MEETING August 19, 2026
COUNTY OF BUTTE, STATE OF CALIFORNIA
The special meeting was called to order at 10:00 a.m. by Mayor Sheppard. Staff present: City Administrator Nicolas Gauthier, City Attorney Greg Einhorn (via Zoom), and City Clerk Roben Benish.

4. SPECIAL SESSION: Consideration of Appointment of Candidates to the Office of City Council that were to be voted on at the November 3, 2026, Election.
At the close of the nomination period on August 7, 2026, there were not more candidates than offices to be elected. Section 10229 allows the city council to appoint the persons nominated or hold the election as scheduled. The persons nominated were Zach Brown – Four-Year Term, James Theo “Bo” Sheppard – Four-Year Term, Jerome Squires – FourYear Term, and Amanda Mattos – Two-Year Term.
Motion/Second to adopt Resolution No. 2026-30, “A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF BIGGS, CALIFORNIA, PROVIDING FOR THE
APPOINTMENT TO THE OFFICE OF THE CITY THAT WAS TO BE ELECTED ON TUESDAY, NOVEMBER 3, 2026, AND CANCELLING THE ELECTION.” (Wilks/Sheppard, MCU)
