MINUTES OF THE CITY OF BIGGS
REGULAR COUNCIL MEETING August 25, 2026
COUNTY OF BUTTE, STATE OF CALIFORNIA
The regular council meeting was called to order at 6:00 p.m. by Mayor Sheppard. Staff present:
City Administrator Nicolas Gauthier, Public Works Superintendent Paul Pratt, and City Clerk Roben Benish.

3. ROLL CALL:
Present: Squires, Sheppard, Brown, and Wilks
Absent:
4. PUBLIC COMMENT: None
5. SWEARING-IN CEREMONY
City Clerk Roben Benish administrated the oath of office to recently appointed council member, Amanda Mattos.
Councilmember Mattos took her seat at the dais.
6. COMMISSION AND COMMITTEE APPOINTMENTS
Mayor Sheppard made the following mayoral appointments:
Police, Fire, Emergency Services: Add Councilmember Mattos Electric/NCPA: Add Councilmember Mattos as Alternate
Public Works: Add Councilmember Brown as Primary
CA Integrated Waste Management LTF and Butte County Regional Waste Management Authority: Add Councilmember Mattos as Alternate
Employee Relations: Add Councilmember Wilks as Primary
Mayor Sheppard suggested the following changes and additions:
Air Quality Management District and BCAG: Appoint Councilmember Wilks as Primary and Councilmember Brown as Alternate
School Liaison: Add Councilmember Mattos as Alternate
Parks: Add Councilmember Mattos as Primary
League of California Cities: Add Councilmember Mattos as Alternate Butte Subbasin Advisory Board: Remove Vice Mayor Squires as alternate and add Councilmember Brown as Additional Alternate
Butte County Abandoned Vehicle Abatement: Add Councilmember Brown as Primary SCORE: Add Councilmember Mattos as Additional Alternate

Motion/Second to approve the changes to commission appointments. (Sheppard/Wilks, MCU; Ayes: Brown, Mattos, Sheppard, Squires, and Wilks)
7. CONSENT CALENDAR
Approve Minutes for Regular Meeting of August 11, 2026, and Special Meetings of August 17, 2026, and August 19, 2026. Councilmember Wilks wished to correct August 11, 2026, minutes. The minutes stated she had attended a 4th of July meeting but she stated she did not attend the meeting.
Motion/Second to approve the consent agenda with the suggested change. (Wilks/Brown, MCU: Ayes: Brown, Mattos, Sheppard, Squires, and Wilks)
8. DEPARTMENT REPORTS
Public Works Superintendent Paul Pratt provided an update to Council.
9. COUNCIL COMMITTEE REPORTS
Councilmember Wilks attended the SCORE Meeting.
Mayor Sheppard attended Mosquito Abatement, Flood Control, and Butte Subbasin Advisory Board.
10. CITY ADMINISTRATOR REPORTS
City Administrator Nicolas Gauthier provided an update on items he is currently working on and meetings he had attended since the last meeting.
11. ADJOURNMENT: Council adjourned the Regular Meeting at 6:32 p.m.
