Public comments on agenda items are welcomed and encouraged in advance and will be accepted until 3:00 PM. on the meeting date by emailing the City Clerk at [email protected] or via the drop box at 465 C Street. Comments will be conveyed to the Council for consideration.

Speaking Time Limit: Three-minute time limit for each speaker unless the Council specifies a different time limit based on the time allotted for the item and/or the number of speakers.
Written Materials: Council is unable to read written materials presented at the meeting. If a person intends to appear before the Council and provide written material, that written material should be delivered to the City Clerk at least 10 days in advance of the meeting date.

5. ITEMS FOR CONSIDERATION
A. Discussion/Action: Professional Auditing Services

Council is asked to consider the evaluation of proposals received in response to Request for Proposals (RFP) No. 2026-003 for Professional Auditing Services Recommendations: Motion/Second to:
1. Approve the ranking of Badawi & Associates as the highest-ranked proposer for RFP No. 2026-003, Professional Auditing Services;
2. Authorize the City Administrator to enter into contract negotiations with Badawi & Associates, consistent with the RFP, Addendum No. 1, the City’s standard agreement, and the negotiation parameters described in this staff report; and
3. Direct staff to return the final negotiated professional services agreement to the City Council for final review and approval prior to execution.
B. Discussion/Action: Forming Negotiating Committee for Gridley Electric Contract Renewal Council is asked to assign two members of the City Council to the Negotiating Committee to meet with the Gridley Committee to negotiate contract renewal for electric maintenance.
Recommendation: Motion/Second to assign and approve two council members to the Negotiating Committee for Gridley Electric contract renewal.
C. Discussion/Action: Council Wage Increase
Council is asked to consider legal guidance and information surrounding increasing the salary of the City Council.
Recommendation: Direct staff and how to proceed given this staff report.
D. Discussion/Action: Adoption of Cash Handling Procedures Policy Council is asked to consider adopting a Cash Handling Procedure Policy for the City of Biggs to ensure oversight and continuity of handling bills of payment with City Administrative Staff.
Recommendation: Motion/Second to adopt Resolution No. 2026-37 “A RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF BIGGS ADOPTING A CASH HANDLING POLICY AND DESIGNATING THE FINANCE OFFICER.”
