Public comments on agenda items are welcomed and encouraged in advance and will be accepted until 3:00 PM. on the meeting date by emailing the City Clerk at [email protected] or via the drop box at 465 C Street. Comments will be conveyed to the Council for consideration.

Speaking Time Limit: Three-minute time limit for each speaker unless the Council specifies a different time limit based on the time allotted for the item and/or the number of speakers.
Written Materials: Council is unable to read written materials presented at the meeting. If a person intends to appear before the Council and provide written material, that written material should be delivered to the City Clerk at least 10 days in advance of the meeting date.

6. ITEMS FOR CONSIDERATION
A. Presentation: Department of Transportation Presentation To inform City Council on future plans and efforts surrounding the intersection of Rio Bonito and Hwy 99.
Recommendation: Review and ask questions of Caltrans in order to help provide feedback for the future project.
B. Discussion/Action: Animal Control Contract with City of Gridley Approve an agreement with the City of Gridley for animal control services within the City of Biggs for the period beginning October 1, 2026, and ending June 30, 2030.
Recommendation:
1. Motion/Second to adopt Resolution No. 2026-38, “RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF BIGGS APPROVING AN AGREEMENT FOR ANIMAL
CONTROL SERVICES WITH THE CITY OF GRIDLEY AND AUTHORIZING THE CITY ADMINISTRATOR TO EXECUTE THE AGREEMENT” and
2. Authorize the City Administrator to execute the agreement on behalf of the City, subject to City Attorney review and approval as to form.
C. Discussion/Action: Approval of R&DB Associates Proposal for Substation Battery Bank Replacement and Related Budget Amendment
The City Council identified the need to replace the back-up batteries at the City Transformer when forming the FY 2026-27 budget.
Recommendation:
Motion/Second:
1. Adopt Resolution No. 2026-39, approving the R&DB Associates proposal, Job No. FSR 20260810R, revised October 1, 2026, as the basis for a written agreement for the batteryreplacement project.
2. Authorize the City Administrator to execute an agreement for the quoted engineering and equipment scope in an amount not to exceed $39,250, subject to clarification of the scope, confirmation of applicable procurement requirements, and City Attorney approval as to form.
3. Approve an additional $16,250 transfer from available Electric Fund resources to the project’s Capital Improvement Program account and increase the project appropriation from $23,000 to $39,250.
4. Approve funding for taxes, shipping, disposal, or other excluded project costs before those costs are incurred and appropriate the funds from the Electric Fund to the Capital Improvement Program account under $5,000.

D. Discussion/Action: Approval of Final AMI Meter Replacement Program Contract with Vision Metering Solutions, LLC (RFP No. 2026-001)
On September 8, 2026, the City Council adopted Resolution No. 2026-36, awarding the AMI Meter Replacement Program Contract to Vision Metering Solutions, LLC. In adopting the Resolution, the Council directed that the final negotiated Contract be returned to the City Council for review and approval before execution.
Recommendation: Motion/Second to approve the final contract with Vision Metering Solutions for AMI Meter Replacement program contract with the City of Biggs for a total contract price of $841,606.
E. Discussion/Action: Adoption of the 2026 City of Biggs Wildfire Mitigation Plan and Vegetation Management Plan
Update the City of Biggs Wildfire Mitigation Plan and Vegetation Management Plan in compliance with State Law.
Recommendation: Motion/Second to adopt Resolution No. 2026-40, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BIGGS, CALIFORNIA, ADOPTING THE 2026
CITY OF BIGGS WILDFIRE MITIGATOIN PLAN AND VEGETATION MANAGEMENT PLAN PURSUANT TO CALIFORNIA PUBLIC UTILITIES CODE §8387 AND PUBLIC RESOURCES CODE §§4292–4293.”
