SPECIAL MEETING
MARCH 9, 2022
1. CALL TO ORDER
Mayor Schwartz called the special meeting of the Bishop City Council to order at 5:08 p.m. via video conference coordinated from the Northern Inyo Hospital District Board Room at 2957 Birch Street, Bishop, California.
2. PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Mayor Schwartz.

4. PUBLIC COMMENT - NOTICE TO THE PUBLIC: This time is set aside to receive public comment on matters not calendared on the agenda. When recognized by the Mayor, please state your name and address for the record and please limit your comments to three minutes. Under California law the City Council is prohibited from generally discussing or taking action on items not included in the agenda; however, the City Council may briefly respond to comments or questions from members of the public. Therefore, the City Council will listen to all public comment but will not generally discuss the matter or take action on it.

5. STRATEGIC PLANNING DISCUSSION – Council to discuss, identify, and prioritize the City of Bishop’s work efforts, future projects, vision, and mission – Administration.

Interim City Administrator and Public Works Director Dishion introduced this item.
Items discussed by Council and City Staff were outlined in the Five-Year Strategic Plan handout as follows:
• Building and Creating Community
• Community Engagement
• Sustaining Public Infrastructure
• Enhancing Economic Vitality
• Community Beautification and Sustainability
• Organizational Excellence
• Public Safety
Council thanked City staff for all the work that went into the Strategic Planning meeting this evening and will look forward to working with City staff on the items discussed.
Associate Planner and Economic Development Coordinator Kabala will assist Interim City Administrator Dishion on formalizing a document capturing all of Council’s directives.
Councilmember Garcia thanked Northern Inyo Hospital Chief Executive Officer Kelli Davis on behalf of the Bishop City Council for allowing the Council to use their Healthcare District Board Room for tonight’s meeting.
6. ADJOURNMENT - Monday, March 14, 2022 at 6:00 p.m. Regular Meeting in the City Council Chambers
The Mayor adjourned the meeting at 8:58 p.m. to the City Council Meeting scheduled for Monday, March 14, 2022 at 6:00 p.m. via video conference coordinated from the City Council Chambers.
