1. CALL TO ORDER
Mayor Schwartz called the special meeting of the Bishop City Council to order at 4:05 p.m. in the City Council Chambers, 301 West Line Street, Bishop, California.
2. PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Mayor Schwartz.
3. ROLL CALL
PRESENT:
Councilmember Kong, Councilmember Muchovej, and Mayor Schwartz ABSENT:
Councilmember Garcia, and Mayor Pro Tem Ellis
ALSO PRESENT:
Deston Dishion, City Administrator and Public Works Director Michele Rhew, Public Works Secretary
Keith Collins, Deputy City Attorney
4. PUBLIC COMMENT – NOTICE TO THE PUBLIC: This time is set aside to receive public comment on matters not calendared on the agenda. When recognized by the Mayor, please state your name and address for the record and please limit your comments to three minutes. Under California law the City Council is prohibited from generally discussing or taking action on items not included in the agenda; however, the City Council may briefly respond to comments or questions from members of the public. Therefore, the City Council will listen to all public comment but will not generally discuss the matter or take action on it.

5. NEW BUSINESS
A.
CERTIFICATION OF ONLY ONE CANDIDATE FOR EACH OF THE TWO (2) CITY COUNCIL MEMBER OFFICES TO BE ELECTED IN THE NOVEMBER 8, 2022 GENERAL MUNICIPAL ELECTION – Council consideration to direct staff to take all actions necessary to implement the November 8, 2022 General Municipal Election for the City of Bishop as scheduled for two Members of the City Council or adopt a resolution appointing Stephen J.C. Muchovej and Karen Schwartz as Members of the City Council, each to serve a full four-year term on City Council as if elected on November 8, 2022 and cancelling the General Municipal Election for the City of Bishop scheduled for November 8, 2022 – Administration.

City Administrator and Public Works Director Dishion reviewed this item with Council.
City Administrator Dishion confirmed with Deputy City Attorney Collins that it is legally allowed for both Stephen Muchovej and Karen Schwartz to vote on this item.
Council discussed the options available to them.
No public comments were made.
Moved by: Councilmember Kong, seconded by Councilmember Muchovej to approve the adoption of the proposed resolution appointing Stephen J.C. Muchovej as a Member of the City Council and Karen Schwartz as a Member of the City Council, each to serve a full four-year term on the City Council as if elected on Tuesday, November 8, 2022 and cancelling the General Municipal Election for the City of Bishop scheduled for November 8, 2022 by title only.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BISHOP, STATE OF CALIFORNIA, APPOINTING CANDIDATES FOR CITY COUNCIL THAT WERE TO BE ELECTED ON TUESDAY, NOVEMBER 8, 2022 AND CANCELLING THE MUNICIPAL ELECTION SCHEDULED FOR THAT DATE.
Motion passed 3-0.
6. ADJOURNMENT Monday, September 12, 2022 at 6:00 p.m. Regular Meeting in the City Council Chambers The Mayor adjourned the meeting at 4:15 p.m. to the City Council Meeting scheduled for Monday, September 12, 2022 at 6:00 p.m. in the City Council Chambers. ______________________________________
