CITY COUNCIL MINUTES
SPECIAL MEETING
MARCH 7, 2024
1. CALL TO ORDER
Mayor Garcia called the special joint meeting of the Bishop City Council and the Bishop Rural Fire Protection District Board of Commissioners to order at 4:01 p.m. in the City Council Chambers, 301 West Line Street, Bishop, California.
2. ROLL CALL

Commissioner Kunze
Vice Chair Butler
Chair Holland
ABSENT:
Councilmember Schwartz – joined the meeting after roll call was taken.
Councilmember Muchovej – joined the meeting after roll call was taken.
Commissioner Steinwand
OTHERS PRESENT:
Deston Dishion, City Administrator
Ethan Aukee, Finance Director
Bret Russell, Fire Chief
Mandi Grisham, Fire Department Administrative Assistant Councilmembers Schwartz and Muchovej joined the meeting after roll call was taken.
3. PUBLIC COMMENT – NOTICE TO THE PUBLIC: This time is set aside to receive public comment on matters agendized for closed session only. When recognized by the Mayor, please state your name, and address for the record and please limit your comments to three minutes. Under California law the City Council is prohibited from generally discussing or taking action on items not included in the agenda; however, the City Council may briefly respond to comments or questions from members of the public.
Therefore, the City Council will listen to all public comment but will not generally discuss the matter or take action on it.

4. NEW BUSINESS
A. DISCUSS BISHOP FIRE DEPARTMENT BUDGET
Council and Fire Commissioners discussed the Bishop Fire Department’s 2024-2025 Fiscal Year Budget. No action was taken.
5. FIRE CHIEF REPORT
Fire Chief Russell presented updates on Deputy Chief Position, February Fire Calls, FEMA Grant & Earmarks for equipment, Policies & Procedures, and Duty Officers.
The Council and Fire Commissioners came to a consensus to conduct their next joint meeting on Thursday, May 16, 2024 at 4:00 p.m. in the City Council Chambers.
6. ADJOURNMENT
The Mayor adjourned the meeting at 4:55 p.m.
