Agenda Item: 12.A
Date of Meeting: September 8, 2025
Department: Planning
To: City Council
From: Ana Budnyk
Subject: Discussion: Studio Accessory Dwelling Units (ADUs) Parking Requirements
Prepared On: September 3, 2025
Attachments: Parking for Studio ADUs
STAFF REPORT
Background/History:
The City shall update its Accessory Dwelling Unit (ADU) ordinance to comply with recent State law changes.
New State Rule: Cities must now allow up to 3 ADUs on a single-family lot — including a detached ADU, a converted ADU, and a Junior ADU (JADU).
Possible Expansion: A proposed bill (SB 956) could increase this to 2 detached ADUs, for a total of 4 units on one lot.
Parking Study Findings
As part of the City’s Parking Study, staff analyzed a typical low- to mid-density residential street. A section of Clark Street between Sneden and First Streets was selected as representative, with 60 properties and 124 total off-street parking spaces.
Parking data was collected during three seasons in 2024 (January, April, and July). The highest observed occupancy was 73% on weekdays in January, leaving 33 available on-street spaces out of 124. On average, occupancy during both weekdays and weekends was about 40%, with approximately 75 on-street spaces available.
Existing Conditions
The Municipal Code requires a minimum of 2 on-site parking spaces for each primary dwelling unit.
The Current Bishop code does not require parking for studio ADUs without a separate bedroom, which is not mandated by State law.
5–15% of properties on Clark Street either:
Do not provide any parking for the primary unit, or
Provide insufficient parking for duplexes. These are considered preexisting nonconforming uses, which rely on street parking.
66 On average, the City receives about 5 ADU permit applications per year, distributed across different residential streets.
Analysis/Discussion:
Policy Concern
Currently, the City does not require parking for studio ADUs. This restriction prevents the City from requiring any parking for the primary dwelling unit on the same property. As a result, a single property could legally occupy 5 or more on-street parking spaces (2 for the primary unit plus 3 for ADUs).
Staff Recommendation
Staff recommends reinstating the requirement for one off-street parking space for studio ADUs.
Each application should be reviewed on a case-by-case basis.
Applicants would retain the ability to request a variance if unique site conditions justify parking relief.
Economic Impacts:
n/a
Budget Impacts:
none
Legal Review:
Recommended Action:
Staff recommends that the City Council hold a discussion and provide direction on whether to retain or eliminate the current parking exemption for studio ADUs as part of the upcoming update to the City’s ADU ordinance.

67 Should the City continue not requiring parking
for studio ADUs, while increasing density?
The City shall update its Accessory Dwelling Unit (ADU) ordinance to comply with recent State law changes.
• New State Rules: Cities must now allow up to 3 ADUs on a single-family lot — including a detached ADU, a converted ADU, and a Junior ADU (JADU). • Possible Expansion: A proposed bill (SB 956) could increase this to 2 detached ADUs, for a total of 4 units on one lot.
• Parking: The Current Bishop code does not require parking for studio ADUs without a separate bedroom, which is not mandated by State law.
68 Study Assumptions
1. Parking space size: 9’ x 20’
2. Standard property has one 10-foot-wide driveway that fits 2 cars
3. Standard property has 40’ street frontage that fits 2 additional cars
4. One-way 2-car driveway serves only Primary Unit
(tandem spaces can’t be used by several units)
5. Each added ADU is a studio
