City Administrator’s Report
September 2026
During September, much of my focus continued to be on internal operations, organizational structure, and identifying ways to strengthen the City’s effectiveness and focus on its core responsibilities.
I attended the League of California Cities Annual Conference, which provided a valuable opportunity to learn from other cities and share ideas about municipal operations. It was also a good reminder of the unique challenges faced by small and rural communities and the importance of developing approaches that are appropriate for Bishop and our community.
I also participated in an ESCOG Strategic Planning meeting. These regional discussions provide an opportunity to better understand the priorities and areas of focus identified by communities throughout the Eastern Sierra and consider how the City of Bishop can contribute and fit within those broader regional efforts.
Internally, I continued working on organizational structure and effectiveness, with an emphasis on identifying the City’s core competencies and ensuring that policies and procedures provide clear guidance for how we operate. The goal is to create greater consistency, accountability, and clarity across the organization while better supporting staff and the City Council’s priorities.
Overall, September continued the work of strengthening the foundation of the organization so that the City is better positioned to effectively deliver services and advance its priorities in the months ahead.

72 Agenda Item: 9.C
Date of Meeting: October 12, 2026
Department: Fire
To: City Council
From: Ethan Aukee
Subject: Declare Fire Apparatus as Surplus Equipment
Prepared On: October 2, 2026
STAFF REPORT
Background/History:
The Bishop Fire Department has retained several apparatus that have reached the end of their useful life. Recent purchases of newer apparatus have replaced these units and allow the department to maintain operations without the older equipment. Declaring the older equipment as surplus will remove unneeded assets from the fleet and create additional space at department fire stations for improved apparatus organization.
Analysis/Discussion:
The identified apparatus are no longer necessary for department operations due to the acquisition of newer replacement units. Retaining the older equipment requires storage space and limits the department's ability to efficiently organize active apparatus within each fire station. Declaring these units as surplus equipment will allow for appropriate disposal while improving available station space and overall fleet organization. For reference, the Engine 1 was acquired in 1991, Engine 8 was acquired in 1994, and Water Tender 12 was acquired in 2001. Each has a book value of $0 on the City's balance sheet.
Impacts to Council Goals and Strategic Planning Priorities:
This action supports the City Council's priorities of maintaining and enhancing the provision of public safety and consistently improving City services and functionality. Declaring three Fire Department apparatus as surplus promotes responsible management of City assets by removing equipment that is no longer needed for operational use and supports prudent fiscal management. The action is also consistent with the Strategic Plan objective to implement a Capital Replacement Program and supports continued improvement of Fire Department service and operational readiness.
Budget Impacts:
No material budget impacts are anticipated. Disposition of the surplus apparatus may result in a nominal increase in General Fund revenue, depending on the method of disposition.
Legal Review:
Legal review is not required for this item.
73 Recommended Action:
Declare Pierce Engine 1 Telesquirt, Ford Engine 8, and Kaiser Jeep Water Tender 12, as surplus equipment and authorize the disposal of each in accordance with applicable City policy and procedures.

Subject: Organizational Restructuring of the Community Services Department Prepared On: October 6, 2026

2026-2027 Full-Time Salary Schedule DRAFT 2026 10 12
Community Services Restructure - Budget Adjustment 2026 10 12
STAFF REPORT
Background/History:
Historically, the Community Services Manager position has provided oversight of a broad range of City services, including operations of the City Park, Main Street maintenance, adult and youth recreation programs, community events, and other community services.
As part of the City's ongoing evaluation of its organizational structure and operational priorities, staff has identified an opportunity to better align these responsibilities with the City's current needs. In particular, the City has identified the management and maintenance of City buildings, grounds, and facilities as an area requiring increased focus and attention. This was also identified as a priority during the City's Strategic Planning discussions.
The proposed restructuring is intended to provide greater focus and accountability in these areas while maintaining strong oversight of the City's parks, recreation programs, and community services.
Analysis/Discussion:
Staff recommends restructuring the department by eliminating the Community Services Manager position and establishing a Building and Grounds Supervisor position.
The Building and Grounds Supervisor would provide dedicated oversight of City buildings, grounds, facility maintenance, and related operations. This would allow the City to more proactively coordinate facility needs, establish maintenance priorities, and provide consistent oversight of City-owned buildings and property.
77 Responsibilities within the Parks and Recreation function would also be redistributed. The Park Supervisor and Park Facilities Lead Worker positions would assume additional responsibilities related to the operation and maintenance of the City's parks and recreational facilities.
Under the proposed structure, the Building and Grounds Supervisor and Park Supervisor would be equal-level positions reporting to the City Administrator or their designee. The Park Facilities Lead Worker would continue to work under the direction of the Park Supervisor with expanded responsibilities.
The proposed structure will create clearer areas of responsibility while allowing the City Administrator or designee to maintain coordination between facilities, parks, recreation programs, and community services.
The restructuring is intended to position the City to more effectively manage its facilities and community assets, while providing focused leadership for the City's parks and community programs.
Impacts to Council Goals and Strategic Planning Priorities:
The proposed restructuring supports the City's Strategic Planning priorities related to organizational effectiveness and the ongoing maintenance and management of City facilities.
Providing dedicated supervisory responsibility for buildings and grounds will allow the City to place greater emphasis on preventative maintenance, facility conditions, improvements, work planning, and accountability for City-owned property.
The restructuring also supports the City's broader organizational effectiveness goals by aligning staffing responsibilities with identified operational needs and creating clear lines of responsibility.
Budget Impacts:
The proposed restructuring of the Community Services Department requires budget adjustments. The required budget adjustments are attached. In summary, the restructuring results in increased spending within the General Fund in the amount of $18,875.00 and increased spending within the Sunrise Mobile Home Park Fund in the amount of $536.60 for the remainder of fiscal year 2026-27.
Legal Review:
Legal Review is not required for this item.
Recommended Action:
Staff recommends that the City Council approve the restructuring of the Community Services Department to better align staffing responsibilities with the City's current operational needs and priorities, including:
1. Eliminating the Community Services Manager position;
2. Establishing a Building and Grounds Supervisor position;
3. Expanding the responsibilities of the Park Supervisor and Park Facilities Lead Worker positions; and
78 4. Approving the required budget adjustments.

STAFF REPORT
Background/History:
The City currently employs a part-time Accounting Clerk who provides support to the City's administrative and finance functions. The position has become an important resource in supporting accounts payable, payroll, and a variety of other administrative and fiscal responsibilities.
As the demands on the City's administrative and finance functions have increased, the additional support provided by this position has helped alleviate workload pressures and improve the City's ability to keep up with ongoing responsibilities.
Analysis/Discussion:
Staff recommends transitioning the position to full-time status and establishing the position as an Administrative/Accounting Assistant.
Moving the position to full-time will provide the City with additional capacity to support core administrative and financial functions, including accounts payable, payroll, and other ongoing fiscal and administrative needs.
The additional capacity will also allow the administrative and finance teams to be more proactive in addressing projects and process improvements that have been deferred due to competing day-to-day demands.
The position has demonstrated its value to the City's operations, and transitioning the position to full-time will provide greater continuity, capacity, and stability within the City's administrative and finance functions.
96 Impacts to Council Goals and Strategic Planning Priorities:
The proposed change supports the City's organizational effectiveness goals by increasing administrative capacity, improving support for core functions, and providing additional resources to address projects and process improvements.
Budget Impacts:
This position would be budgeted in the Administration Department within the General Fund.
The budget adjustments required to support the proposed reclassification is attached.
Legal Review:
Legal review is not required for this item.
Recommended Action:
Staff recommends that the City Council:
1. Approve changing the existing part-time Accounting Clerk position to a full-time Administrative/Accounting Assistant position;
2. Approve the corresponding salary schedule adjustment; and
3. Approve the necessary budget adjustments to implement the change.
